Will Consider Accountant Trainee.
Under the general supervision of an Accounting Administrator I Supervisor, the Accounting Officer Specialist performs professional accounting work in establishing and maintaining abatement billings for the State highway, Non State highway accounts, and vehicle damage claims receivable arising within specified areas of the State of California. The Accounting Officer (Specialist) is responsible for originating financial cost accounting transactions for all aspects of Revenue invoice preparation. This involves the analysis and verification of accounts, records, and other legal documents to ensure that all statutory and legal requirements have been satisfied. The Incumbent prepares accounting entries for input into Advantage, analyzes and monitors accounting records submitted to Advantage, conducts research and analysis of accounting records to identify erroneous journal postings and prepares the necessary corrective actions.
Eligibility for hire may be determined by your score on the Accountant Trainee/ Accounting Officer (Specialist) exams.

Working Conditions
While at the base of operations, the incumbent will work in a climate‑controlled office under artificial lighting. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Although the incumbent has a private open‑space cubicle, confidential conversations should be conducted in private, secluded meeting rooms.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquarters location will be the responsibility of the selected candidate.

Have general knowledge of accounting principles and procedures. Have knowledge in establishing accounts receivables and in recording adjustments and payments against them. Have knowledge of automated systems and Microsoft Office functionalities. Answer questions and respond to debtor disputes orally and in writing with diplomacy and concern. Work with a minimum of supervision in carrying out assigned duties and responsibilities including review accounts receivable files to gather information, answer questions or respond to debtor disputes. Express ideas and information clearly, concisely, and logically, both orally and in writing, to supervisors and employees. Develop and maintain good working relations with groups and individuals during the course of one’s work. Be flexible, persuasive, tactful and effective in imparting information in order to achieve desired results.
