Job Description and Duties
Under the direction of a Senior Transportation Engineer Supervisor or Area Manager, the Assistant Program/Project Manager assists in (1) the management of the District's portion of the State Transportation Improvement Program (STIP), which includes Regional Transportation Improvement Program (RTIP), and Inter‑regional Transportation Improvement Program (ITIP), Projects funded from "Measure Monies" (Prop C. & Measure R), and other various State Bond funds such as but not limited to Traffic Congestion Relief Program (TCRP), Corridor Mobility Improvement Account (CMIA), State‑Local Partnership Program Account (SLPP), Trade Corridors Improvement Fund (TCIF), and Funding approved by Senate Bill 1 (SB1) that are on the State System; (2) the management of the District's portion of the State Highway Operation and Protection Program (SHOPP) and Financially Constrained Ten‑Year SHOPP Program; and (3) the delivery of projects in the SHOPP, Minor Program, ensuring that individual projects meet standards and practices and are completed on schedule and within budget as well as have project responsibility from its inception to completion of the construction contract, including responsibility for scope, cost, schedule and quality of work.

Working Conditions
Position located in District 7 - Division of PPM - 100 Main St. Los Angeles, CA 90012. Multiple positions may be filled from this recruitment. Employees will work in a climate‑controlled office under artificial lighting and may be required to travel and work outdoors, potentially being exposed to dirt, noise, uneven surfaces, and extreme temperatures. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquarters location.
The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24‑ to 33‑month rotation assignment for all permanent, full‑time Transportation Engineer (Civil) employees that have completed their probationary period. The program provides opportunities to rotate through diverse project delivery functional units, including design and construction, with assignments typically lasting 6 to 12 months and may involve long‑term travel.
Special Requirements
- Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers.
The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12‑point Arial font.
- Describe your experience with Caltrans’s financial programming processes, including your role in the development and implementation of the State Transportation Improvement Program (STIP), State Highway Operation and Protection Program (SHOPP), Senate Bill 1 (SB 1) programs, and the Federal Transportation Improvement Program (FTIP).
- Provide an example of an assignment you were given related to transportation programming. How did you approach the task from initiation to completion? Describe how you ensured progress, met deadlines, and communicated status updates without being prompted.
- Explain your understanding of the timely use of funds requirement. Describe a situation where you helped ensure that programmed funds were obligated or expended within required deadlines. What strategies or tools did you use to monitor and manage fund usage?
- Describe your proficiency with Microsoft Excel and other data management tools. How have you used spreadsheets or databases to track project funding, schedules, or programming milestones? Include examples of how you’ve built or maintained tools to support decision‑making or reporting.
