Staff Services Analyst - Region Administrative Support
Under the supervision of a Staff Service Manager I, Region Maintenance Manager I and II, the Staff Services Analyst (SSA) will be providing clerical, administrative and analytical support for the Northbay Region. Duties and responsibilities require research, analysis, the use of independent judgment and discretion to interpret data and apply statutes, regulations, and policies and procedures to specific situations. Incumbent is required to analyze issues and independently adopt an effective course of action. Independently researches payroll issues; pulls payroll reports; research and analyze time entries daily; resolve payroll discrepancies; makes recommendations to supervisors regarding necessary corrections to timekeeping based on leave balances and resolve all payroll and employee issues with HQ Human Resources. This position requires the ability to analyze data, comprehend rules and regulations and implement the timekeeping computer program; the SSA will respond to both telephone or counter inquiries from staff in resolving time discrepancies. The incumbent participates in a healthy and cohesive team focused environment. This position is represented under collective bargaining. This position does not telework.

Working Conditions
Position located at 611 Payran St Petaluma, CA 94952, Sonoma County. Multiple positions may be filled from this recruitment. Will be required to sit for long periods of time using a keyboard, video display terminal and sit‑stand desk. Other physical activities will include standing, walking, bending, at the neck and waist, stooping, squatting, kneeling, twisting at the neck and waist. Other activities may be reaching above shoulder, pushing or pulling, simple grasping, or fine manipulation. Must be able to analyze and prioritize work situations and take effective action to resolve any problems encountered. Must be able to work effectively under changing priorities. Must be able to develop cooperative working relationships and respond appropriately to the needs, feelings and diversity of employees. This position works with sensitive information and must be able to maintain confidentiality and be able to interact with all levels of staff and the general public in a cohesive manner. Incumbent will be located in a secured office building with adequate lighting and appropriate parking space. Work office space is shared with other employees which consist of an open area with appropriate air condition in the summer and heat in the winter. The incumbent will be required to travel for training purposes and may be required to travel occasionally to the District Office and Maintenance Stations in the Region. May be required to travel and share responsibilities in answering phones and Dispatch Radio for the Region. This position does not telework.

The incumbent must have knowledge of modern office methods and equipment under general assistance. The incumbent should be familiar with the principles, practices, and trends of public and business administration, management, and supportive staff services with assistance as needed. The incumbent will need to demonstrate personnel and management analysis skills under general assistance, using logical and creative reasoning and applying various analytical techniques to help resolve governmental and managerial issues with assistance. The incumbent will assist in developing and evaluating alternatives under general assistance. The incumbent must be able to analyze administrative tasks and contribute to decision‑making with assistance, analyze data, and present ideas and information effectively both orally and in writing under general assistance. Duties include consulting with and advising administrators or other staff on various subject‑matter areas with assistance, and maintaining the confidence and cooperation of those contacted during the course of work. The incumbent must be proficient in Microsoft applications such as Word, Excel, Access, PowerPoint, Outlook, and Microsoft Project, and have working knowledge of database, spreadsheet, graphing, charting, reporting, and word‑processing programs under general assistance.
Special Requirements
- Occasional travel may be required. Possession of a valid driver’s license is required when operating a state owned or leased vehicle.
