ENVIRONMENTAL CONSULTANT (37010759) – Clean Water State Revolving Fund Program, Division of Water Restoration Assistance.
This position will be involved with implementing the State Revolving Fund Loan Program authorized under Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, and the Small Community Wastewater Construction Grants program. The role primarily prepares federal capitalization grant applications and related program documents, including annual reports, intended use plans, and amendments to operating agreements; enters program data into the federal database; moderates priority list management public meetings and develops final agency action; and provides project management oversight of State Revolving Fund projects and state contracts for technical assistance.
The incumbent works a 40‑hour week, Monday through Friday, and is present on site during core hours of 9 AM – 3 PM.
Key Responsibilities
- Draft rule text and supporting information for division rulemaking activities; publish agency notices for public meetings, agency action, and rulemaking.
- Manage and coordinate the Drinking Water Infrastructure and Clean Watersheds Needs Surveys; assign tasks to project engineers and interface with EPA staff and contractors.
- Review and analyze survey data, report trends, and recommend priorities for future work.
- Maintain the EPA’s Office of Water State Revolving Funds database with project information.
- Review disbursement requests, change orders, and conduct construction inspections for compliance with plans and specifications.
- Review plans and specifications for conformity with facility planning documentation.
- Coordinate interdisciplinary reviews and represent the division at public meetings, hearings, and workshops.
- Prepare annual reports, intended use plans, federal capitalization grant applications, and update operating agreements for CWSRF and DWSRF programs.
- Assist in rulemaking activities and generate program activity reports and metrics.
Required Knowledge, Skills, and Abilities
- Developing plans, prioritizing, and organizing workload.
- Knowledge of water infrastructure, environmental science, public works financing, and federal water statutes.
- Professional use of Microsoft Office Suite.
- Effective verbal and written communication; ability to plan, organize, prioritize, coordinate, and carry out work assignments.
- Analyze data and metrics related to environmental systems and funding contracts.
- Research independently and develop applicable rules, policies, and procedures.
- Establish and maintain effective working relationships.
Minimum Qualifications
- Valid driver’s license.
- At least 4 years of verifiable related experience.
- Post‑secondary degree in engineering, environmental science, or a natural science (or equivalent experience).
- Credential evaluation for foreign degrees if applicable.
- Position of Special Trust – background screening required.
Preferred Qualifications
- Experience managing state agreements, contracts, and the state procurement process.
- Florida Certified Contract Manager (FCCM) certification within 12 months of hire.
- Knowledge of environmental issues and laws related to water and ecosystems in Florida.
- Excellent communication, organization, and time‑management skills.
