ObjectiveThe Operations Director provides strategic leadership across all operational functions to ensure WCS Indonesia Program is compliant, efficient, financially sound, and fully supports program delivery. The role oversees Finance, Grants, HR, IT, Safety & Security, and General Affairs, ensuring alignment with Indonesian regulations, WCS global policies, and donor requirements. The position drives operational excellence, internal controls, risk mitigation, and a culture of collaboration and accountability.
Core Functions/ResponsibilitiesStrategic Leadership & Operational OversightServe as a key member of the Country Leadership Team, advising on operational, administrative, and compliance matters.
Ensure strong coordination between Program teams and operations functions (Finance, HR, IT, Safety & Security, Administration).
Lead operational reforms to strengthen internal controls, improve efficiency, and reduce organizational risks.
Support recruitment, onboarding, and capacity development of operations staff, promoting a productive and supportive work environment.
General Operational (Finance, Administration) SupervisionProvide oversight of financial planning, accounting, reporting, and audits to ensure transparency and compliance.
Ensure internal controls are implemented and regularly improved to reduce fiduciary risk.
Oversee administrative and logistical functions, including procurement, asset management, leases, travel, fleet, and facilities.
Ensure all operations comply with Indonesian law, WCS global procedures, and donor requirements.
Maintain and enforce Standard Operating Procedures (SOPs) across offices and field sites
Grant ManagementLead the Grants & Budget team in proposal budgeting, grant tracking, and donor compliance.
Maintain grant reporting calendars and ensure timely submission of narrative and financial reports.
Support program managers with budget-to-actual monitoring and adjustments.
Lead the annual budget planning process with the Country Director and finance leadership.
Program development, Donor RelationsSupport proposal development and contract negotiation in coordination with Global Resources and legal teams.
Represent WCS to donors, government agencies, NGOs, suppliers, and auditors.
Ensure operational sustainability is reflected in workplans and budgets.
General AffairsOversee all office operations, procurement, and logistical support.
Ensure assets, facilities, transport, and insurance management align with policies and cost-efficiency standards.
Conduct periodic SOP reviews and ensure compliance across sites.
Secondary ResponsibilitiesHuman ResourcesProvide strategic guidance to HR to support a values-based culture, employee engagement, fair practices, and legal compliance.
Ensure alignment with WCS Global HR and Indonesian labor law.
ITOversee IT operations to ensure system security, functionality, and alignment with global IT standards.
Safety & SecurityEnsure implementation and regular review of safety protocols, risk assessments, and emergency preparedness.
Internal Qualification RequirementsMinimum Requirements and Job Skills
• Minimum 10 years of progressively responsible experience in operations, finance and grants management, or HR and administration roles, with at least 5 years in a leadership capacity managing multidisciplinary teams.
• Degree or Master’s in Business Administration, Finance, Management, International Policy or related field
• Demonstrated ability to provide strategic direction and organizational oversight across diverse operational functions
• Good understanding of financial planning, grants management, donor compliance, and internal controls.
• Proven ability to interpret financial data for strategic decision making, identifying and mitigation operational, financial and fiduciary risks.
• Strong ability to communicate complex operational and financial information clearly to non-specialist audiences.
• Proven experience in managing complex, multi-donor programs and ensuring compliance with international NGO, donor, and government regulations.
• Demonstrated success in organizational restructuring, policy implementation, or systems improvement initiatives.
• Strong grasp of people management, including workforce planning, talent development, and employee relations.
• Strong understanding of Indonesian labor law, taxation, procurement, and NGO regulations.
• Excellent command in both English and Bahasa Indonesia, both written and spoken.
• Proactive and solutions-oriented, with the capacity to lead change in complex, evolving environments.
• Comfortable managing ambiguity and competing priorities.
Preferred Requirements
• Experience working in an international NGO, conservation, or development organization is highly desirable.
• Professional certification in Finance, HR, or Project/Operations Management (e.g., CPA, SHRM, PMP) is an advantage.
