The Offshore Wind Directorate works across government and the Scottish public sector to deliver offshore renewables in Scotland at a scale and pace which is sustainable and transformational for Scotland’s Net Zero ambition, citizens, communities, environment and economy.
Opportunities have arisen for two policy managers to join the Offshore Wind Skills Unit to help deliver the Offshore Wind Skills Programme, a long-term co-ordinated programme of work to ensure Scotland has the skills it needs to deliver our ambitious offshore wind pipeline.
Supporting the Head of Skills and the Unit Head, you will help coordinate activity across government, industry and public sector partners to ensure effective delivery and oversight of Scotland’s offshore wind skills agenda.
Offshore Wind Skills Policy Manager

This role is critical to delivering Scotland’s ambitions for a skilled, inclusive offshore wind workforce, working across the Directorate and with partners to manage grant agreements, oversee programme delivery, and drive implementation of the Offshore Wind Skills Action Plan, ensuring policy coherence and delivery of programme objectives.

This role will establish and operate the Offshore Wind Skills Programme Board, providing governance, secretariat, and monitoring against programme-level KPIs. You will also work to improve the evidence base for workforce planning by working with the Office of the Chief Economic Adviser, industry and education partners to identify data gaps, as well as apply relevant insights from international best practice to strengthen Scotland’s offshore wind skills approach.
Responsibilities

- Lead on the issuing, management, and monitoring of Scottish Government grant agreements for the Offshore Wind Skills Programme, including delivery of the college sector programme in 2025/26.
- Lead on the delivery and monitoring of the Offshore Wind Skills Action Plan, a Programme for Government commitment due for publication in autumn 2025.
- Engage with the Scottish Offshore Wind Energy Council (SOWEC) Skills Subgroup to ensure coherence between the Offshore Wind Skills Programme and wider sector activity, identifying synergies and avoiding duplication.
- Deliver core government business in the policy area including FOIs, FMQs, PQs, correspondence, and media queries.

- Lead analysis of international best practice in offshore wind skills development and apply relevant insights to strengthen Scotland’s domestic approach.
- Improve the evidence base for workforce planning by working with the Office of the Chief Economic Adviser, industry and education partners to identify data gaps, interpret workforce projections, and assess new reports.
- Provide policy analysis, advice and briefing for Ministers and senior officials, and deliver core government business including PQs, FOIs, FMQs, correspondence and media queries.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role. From October 2025, the Scottish Government will require staff in hybrid-compatible roles to work in-person 40% of the time, either in an office or other agreed work location.
