The Work You Will Do:
We are looking for highly motivated and detail-oriented candidates with great customer service skills for this Planning Analyst position. This is a highly responsible position within the Bureau of Procurement & Contracting Services (BPCS) that assists with monitoring and compliance activities for the Department. This position ensures compliance with all Department Policies, Florida Statutes, Administrative Code, and other Purchasing Rules, Regulations, and Procedures.

Within this Division, BPCS is responsible for DEP’s procurement and contracting needs which include planning, facilitating, and executing all formal competitive solicitations, procurements, and contracting activities.

This position is in Tallahassee, Florida.

Your Specific Responsibilities:
- Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist in the monitoring and compliance functions of the BPCS to operate more efficiently and effectively.
- Ensures compliance with all Department Policies, Florida Statutes, Administrative Code, and other Purchasing Rules, Regulations, and Procedures.
- Demonstrate current and complete knowledge of contracts, grants, and procurement and apply this knowledge to the review of contract and grant files, electronic reporting, and other content assigned and document areas in need of improvement.
- Review compliance and monitoring requirements for contracts and grants to ensure that requirements are incorporated as needed prior to agreements begin loaded into the Florida Contract Tracking System (FACTS), assist areas in need of improvement and offer customers ways to correct and prevent those areas identified in the review. Will store, track, and report as established by the supervisor.
- Assist with coordinating and responding to audit requests received from auditors through the Contract Audit System (CAS).
- Serve as the central contact for enterprise-wide grant reporting, will conduct annual Catalog of State Financial Assistance (CSFA) certification and coordinate submission of CSFA applications.
- Coordinate submission of sub-recipient disbursement data and maintain the Federal Funding Accountability and Transparency Act database.
- Will develop and maintain reference manuals, job aids, presentations, course materials and forms.
- Will coordinate, schedule, train and provide subject matter expertise as needed, and coordinate attendance of and maintain training records for all internal and external training as assigned.
- Required to proactively identify and meet the needs of all customers both internally (section, bureau, division, and agency) and externally (citizens, vendors, recipients, other agencies, etc.).
- Expected to be prompt, responsive, solution oriented, helpful, cooperative, polite, respectful, and concerned for the customer at all times. Will develop and maintain effective working relationships with internal and external stakeholders.
- Assists with additional duties and reporting projects that may be assigned to the bureau.
Required Knowledge, Skills, and Abilities:
- Knowledge of State and Federal Grant requirements and guidelines to include; Code of Federal Regulations (CFR), State General Appropriations Act (GAA), Federal and State Single Audit Act (FSAA), Catalog of State Financial Assistance (CSFA), Federal Funding Accountability and Transparency Act (FFATA).
- Knowledge of the Florida Accountability Contract Tracking System (FACTS).
- Knowledge of compliance and monitoring requirements for contracts and grants.
- Knowledge of and ability to develop and provide training.
- Knowledge of and ability to effectively use computers and the following applications: Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, Adobe Acrobat, MFMP/AOD, FACTS, and OCULUS.
- Knowledge of and the ability to comprehend Chapters 112,119,120, 212, 215, 216, 283, 286, 287, 413, and 946, Florida Statutes; Chapters 60A-1 and 69I, Florida Administrative Code; and CFO Memoranda and the federal 2 CFR Part 200.
- Ability to create job aids, tools, and other materials.
- Ability to train and assist employees in the use of new forms, reports, and procedures.
- Ability to review contract and grant agreements to ensure compliance with applicable statutory and regulatory requirements.
- Ability to communicate effectively and accurately both verbally and in writing including use of proper grammar, spelling, and composition of the English language.
- Ability to implement policies, procedures, goals, and objectives.
- Ability to prioritize, organize, and perform multiple work assignments while meeting deadlines and maintaining scheduled timeframes in a fast-paced environment with competing deadlines.
- Ability to develop contracts to include: scope, deliverables, performance measures, and financial consequences.
- Ability to establish and maintain effective working relationships with others, must work well independently, and be able to work in a team environment to complete assignments and projects.
- Ability to research, analyze, document, and compile data effectively in a variety of reporting formats.
- Ability to prioritize all tasks, projects, job duties, and responsibilities.

Required Qualifications:
- High School Diploma or GED equivalent, and two (2) years of verifiable related work experience.
- The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
Preferred Qualifications:
- At least four (4) years of direct experience managing a contract or grant.
- At least two (2) years of experience working in grant administration.
- Experience with compliance monitoring of contract and/or grant agreements.
- Professional experience of at least two (2) years in a State of Florida procurement office processing competitive purchases and contracts under Chapter 287, F.S.
- Florida Certified Contract Manager (FCCM).
