Job Description and Duties
Under the direction of the Chief, Office of Capital & Finance, the incumbent is responsible for a variety of difficult and complex financial and budgetary functions in connection with the daily oversight, management, and allocation of the department's overall capital outlay and local assistance budget. The incumbent will also oversee the management of and reporting for various bonds associated with the department. The responsibilities of this position are critical and complex in the management of capital and local assistance funding.
The Staff Services Manager II (SSM II) will provide direct leadership, supervision, policy, analytical, technical expertise and support in matters related to project budget authority, allocation and capacity limits. The role will coordinate with programs and divisions, and interface with California Transportation Commission staff. The incumbent will also interpret and implement legislation, policy and guidelines, develop complex financial analyses and employ solutions to a wide variety of financial issues related to the department’s capital and local assistance budgets, including innovative financing programs and activities.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
