Purpose:
To build/sustain a professional Health, Safety and Environmental (HS&E) program that complies with all regulatory requirements and to drive HS&E standards and values within the organization to enable the plant facilities to achieve our vision of “O Injuries/0 Incidents”.
Essential Duties and Responsibilities:
- Develop rules, policies and procedures that are compliant with current HS&E legislation. Drive compliance in the workplace through department and area managers, supervisors and leads
- Report to top management on the performance of the HS&E system including recommendations for improvement and advising on best practices
- Take independent action to audit compliance with HS&E policies on the factory floor. Immediately address deficiencies with the workforce and then provide feedback to area managers who are accountable for the execution of HS&E policies in their areas
- Oversee the incident investigation process ensuring all incidents are accurately recorded and reported internally and, when appropriate, externally within the required timeframes. Lead the root cause analysis process to identify immediate corrective actions and long-term systemic actions that will ensure the incident does not happen again
- Manage the equipment and process for waste treatment and chemical recovery systems.
- Manage Plant Ammonia PSM program
- Ensure proper management and disposal of hazardous and non-hazardous solid waste
- Manage the development of all new permits and modification of existing permits
- Advise management regarding any environmental violations, problems or changes to regulations
- Submit and file all required environmental reports to government agencies
- Host all regulatory audits and inspections (i.e. OSHA)
- Own & act as the key resource for plant safety committees
- Own & act as the key resource for plant process safety management and risk management programs
- Own & act as the key resource the plants’ Workers Compensation program
- Plan and manage safety training programs, record and track all required training and conduct safety orientation for new hires
- Collaborate with the Engineering and Maintenance team to ensure external contractors follow safety principles during installations
- Ensure compliance with personal protection standards and all norms governing classified installations
- Ensure application of change management principles to avoid accidents connected with change due to lack of planning and proper communication
- Role model compliance with policies and procedures, including the areas of HS&E, GMP and Food Safety
- Evaluate new equipment/processes to ensure compliance with HS &E standards.
- Other duties as assigned.
Qualifications:
- Business Acumen/Technical Knowledge: an understanding of regulatory requirements in the HS&E area and experience developing and implementing standards in a manufacturing environment to deliver the intended results
- Ability to Work with Others: experience delivering results in collaboration with others and maintaining respectful working relationships with leaders, peers and the greater workforce
- Ability to Analyze Data and Solve Problems: able to analyze information, develop plans of action in coordination with others and see those actions through implementation, be they individual actions or actions assigned to others.
- Ability to assess if the implementation of actions delivered intended results, and if not adjust the implementation to ensure the delivery of the intended outcome.
- The ideal candidate can identify not only problems brought to them by others but also problems others may not know exist and coordinate the activities of others to fix them
- Ability to communicate and make recommendations to upper management
- Ability to think independently and identify a need and act without direction from others
- Ability to work independently in a fast-paced environment with changing priorities
- Ability to deal with confidential information
Education and/or Experience:
- Bachelor’s Degree in Environmental, Safety, related discipline or equivalent related work experience preferred
- 3 years minimum – Ammonia PSM management
- 5 years minimum - safety and environmental experience in a complex, fast-paced manufacturing environment
- Knowledge and practical application of risk-management techniques
- Experience leading continuous improvement projects and initiatives
- Food manufacturing experience, preferred
- Experience with state air permits and waste management systems preferred
- Demonstrated ability to develop and direct proactive safety and environmental programs
- Experience in Ammonia PSM (Process Safety Management), preferred
Specific competencies required:
- Strong written and oral English language skills. Fluency in Spanish language a plus
- Computer skills (MS Office, e-mail)
- Excellent knowledge of safety laws and regulations (OSHA)
- Presentation skills
- Project Management skills
