Duties
You will:
- Implement federal water programs under the Clean Water Act (CWA).
- Utilize analytical methods and techniques to analyze a wide range of scientific, engineering, legal, environmental protection, and/or environmental management issues.
- Manage contracts as a Contracting Officer's Representative (COR) for Total Maximum Daily Load (TMDL) and watershed implementation project work throughout the Region.
- Serve as regional technical contact for assigned state's Nonpoint Source Program (NPS).
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation.
Qualifications
NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as experience providing assistance and direction to states and tribes on technical programmatic aspects of Total Maximum Daily Loads (TMDL) management practices.
- Knowledge of the TMDL program and requirements.
- Skill in oral communication.
- Knowledge of natural resources management and water quality and waterways.
- Knowledge of grants management and oversight procedures to oversee and/or monitor program grants.
- Skill in written communication.
Education
Life Scientist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.
