This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), Oceanographic Division (OD) with one vacancy in Silver Spring, MD. MAJOR DUTIES: As a Supervisory Physical Scientist, you will perform the following duties: Provide Branch leadership and supervision within Center for Operational Oceanographic Products and Services (CO-OPS) Oceanographic Division (OD). Apply physical oceanographic principles to guide advanced scientific analyses and implement publicly-accessible operational products and services. Communicate scientific information (both verbally and in writing), and conduct technical briefings and presentations to technical and non-technical audiences. Manage customer service support related to CO-OPS' data, products, and services. Coordinate technical assistance to customers regarding CO-OPS' products and services, observation technology and standards to facilitate knowledge sharing and information exchange. Foster and develop collaborative partnerships with other organizations and key users of CO-OPS' products and services. Oversee continuous engagement efforts with the user community and the general public to assess their needs and ensure these functional requirements are addressed through CO-OPS' products and services. Utilize knowledge and expertise of a broad range of administrative laws, policies, regulations, and precedents, which are applicable to the programs managed by the Branch, to enhance program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishment. Participate in annual fiscal year planning process to assess potential Branch requirements. Assign and manage personnel resources required to implement annual organizational work plan goals and allocates resources through project plans. Articulate and communicate the organization's vision, mission, core values and strategic goals to employees. Has full supervisory authority to evaluate work performance of subordinates. Develop performance standards, provide guidance, counsel, or instructions on work and administrative matters, and make recommendations or decisions on problems presented by subordinates. Hear and resolve employee grievances or serious complaints and recommend serious disciplinary actions (e.g. suspensions) involving subordinates. Organize and assign work to execute program responsibilities, and change or adjust internal functions to better accomplish mission objectives. Lead and approve selections of subordinate non-supervisory positions, and make recommendations and decisions on travel and training needs and requests.
