ABOUT THE POSITION:
The City of Monterey is recruiting for a Full-time Environmental Regulations Analyst in the Public Works Department.
This position is responsible for analyzing and evaluating environmental policies, regulations and legislation and ensuring compliance. The Environmental Regulations Analyst will work in computerized programs and databases such as Geographic Information Systems (GIS) and Global Position Systems (GPS), to prepare, analyze, and track information. This position will also involve reading and interpreting civil infrastructure plans, as well as conducting field inspections. A qualified SWPP Practitioner/Developer (QSP/QSD) is desirable.
SUMMARY: Under general supervision, this position may assist with the development, implementation, reporting, and inspection of many aspects of the regulatory programs needed to comply with various complex environmental permits that the City implements, which may include but not be limited to storm water utility system permit, Areas of Special Biological Significance (ASBS), Storm Drainage Maintenance Plan (SDMP), Trash Control Policy, and sanitary sewer collection system permitting, management, and Sewer System Management Plan (SSMP) implementation. DISTINGUISHING CHARACTERISTICS: The Environmental Regulations Analyst position is a journey level class in which the incumbent is expected to plan, organize and coordinate a variety of responsible and complex analytical, statistical, financial, and scientific duties in support of Public Works-related Environmental Regulations functional areas such as: regulatory compliance, project management, scientific field preparations and sampling, site inspection and corrections, contract administration, grant writing and administration, and public speaking and engagement. This position is responsible for carrying out many of the analytical functions in support of the utility-related regulations such as Code and ordinance review and revision, development of regulatory approaches for citywide implementation, scientific research, web and other outreach development, and fee studies and recommendations in support of Environmental Regulations and related City Council initiatives. Additionally, this position may inspect industrial, commercial, and residential business or construction sites citywide for adequate implementation of applicable best management practices (BMPs) as well as investigate reports of potential illicit discharges, and in this role provides corrections, and may, upon consult with Manager/Supervisor, issue citations. Application Process
A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate will be required to successfully pass a Live Scan fingerprint background check and reference check. Depending on the position, as a condition of employment, the selected candidate may also be required to pass a physical exam including a drug screen and a federal background check to gain access to military and police facilities and systems.

Candidates who successfully complete all phases of this recruitment process will be placed on an eligible list. The eligible list is active for 12-months and may be used to fill additional positions including lower-level positions, regular part-time, and part-time temporary seasonal, determined to have similar duties and requirements.

- Responsible for tracking compliance reports and following up on non-compliance issues, including accessing rough terrain and performing strenuous physical activities.
- Responding to the public regarding regulatory programs of the City.
- Analyzes, researches, gathers, and interprets information on a wide variety of regulatory matters such as policies/legislation, programs, budgets, contracts and systems (infrastructure and natural).
- Provides recommendations for action in policy, procedure, organization, work methods/operations, programs, budget coordination, analysis, development, implementation and other program-related areas.
- Prepares and presents written and oral reports on recommendations, data, impacts, options, strategies, and conclusions that are based on analyses.
- Develops, prepares, modifies, and monitors items/areas such as regulatory and utility project budgets, grants, research projects, and contracts.
- Implements and evaluates policies, procedures and programs related to an assignment or project.
- Works closely with managers and other staff within and outside the department to anticipate, obtain and provide ongoing and accurate information.
- Coordinates activities related to projects, programs and/or other areas being analyzed or implemented.
- Interprets policies and procedures to department staff, City employees and external agencies and individuals.
- Researches, interprets, and complies with local, state and federal codes, regulations, laws, policies, procedures and guidelines.
- As part of the City’s environmental regulations team, conducts field inspections of private and public properties to determine compliance with local, state, and federal environmental regulations.
- Tracks programs that the City is implementing to ensure that schedules are being met and issues are being addressed in a timely manner.
- Represent the City at local and regional meetings, at City Council, and as a part of statewide working groups.
- Coordinate the City’s environmental and regulatory activities with those of other agencies such as neighboring and regional agencies, and state and federal governments.
- At times the Environmental Regulations Analyst may be required to lead in various regulatory efforts in coordination with their supervisor.
- Plans, develops, conducts, and evaluates training/informational programs for staff and/or the public on administrative or management issues related to the Environmental Regulations office.
- Develops public education materials and articles related to regulatory topics and performs outreach to various sectors of the public as environmental programs require, and assists with internal and external City and regional events.
- Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.

Typical Qualifications
MINIMUM QUALIFICATIONS:
Education: Completion of a Bachelor’s degree from a college or university in fields related to watershed or environmental science, natural or earth resources management, civil or environmental engineering, environmental law, or other field related to this position is required.
Experience: Three (3) years experience working in environmental or natural resources, or civil or environmental engineering, research, government, or consulting, public works engineering field, or three (3) years experience working in the environmental-related regulatory affairs field, or other equivalent experience.
An equivalent combination of education and experience may be considered
LICENSE AND CERTIFICATION:
- Must possess a valid California Driver’s License upon time of appointment and be insurable with the City’s standard insurance rate, unless otherwise approved by appointing authority.

Environmental Elements
Employees perform a combination of field work and work in an office environment. Employees may be exposed to inclement weather, noise, dust, grease fumes, gases and potentially hazardous chemicals. May be required to respond to calls on evenings, weekends, and holidays. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. DISASTER SERVICE WORKERS
All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
