About the Position:
The Environmental Compliance Specialist will oversee and ensure compliance with industrial wastewater and water quality programs by inspecting Significant Industrial Users (SIUs) and non-domestic wastewater sources. This position will manage permits, conduct field surveys, analyze water quality data and participate in utility program initiatives. The Environmental Compliance Specialist plays a critical role in protecting the integrity of wastewater treatment plants by identifying, controlling, and reducing pollutants in industrial wastewater.

About the Utilities Department:
The wastewater division at the City of Grand Junction is responsible for managing and treating the city's wastewater. The Persigo wastewater treatment plant is the largest treatment works in the western rocky mountain region, with a capacity of 12.5 million gallons per day (mgd). This facility uses advanced technologies such as biotrickling filters for odor control, primary clarifiers, aeration basins, anaerobic digesters, UV disinfection, and an effluent diffuser to treat wastewater to a high standard.
The division has undertaken innovative projects such as developing renewable natural gas from wastewater treatment to be used as vehicle fuel, expanding treatment plant capacity, and developing biosolids beneficial reuse programs for the community.
The division is also responsible for maintaining and operating the extensive sewer network of the city and county, which includes over 600 miles of sewer lines and 26 lift stations. The 40 professionals in the wastewater division are organized into five teams: collections, operations, maintenance, laboratory, and industrial pretreatment. These teams work collaboratively to ensure that the city's wastewater is managed efficiently and effectively, with minimal impact on the environment.

Duties
What You'll Do:
- Conduct inspections, sampling, and compliance assessments for Significant Industrial Users (SIUs).
- Oversee compliance policies to include industrial waste surveys, inspections and compliance for new and existing businesses.
- Inspect non-domestic sources of wastewater to determine compliance with applicable ordinances, laws, regulations, and discharge permits.
- Administer waste hauler permits, evaluate applications, maintain communication with haulers.
- Interpret, explain and apply applicable local, state, and federal regulations and guidelines governing industrial waste discharges and monitor and report requirements.
- Review septic waiver applications and evaluate site-specific factors to determine eligibility.

Qualifications
This position is a safety sensitive position, which means you will be subject to random drug screens due to the nature of the work performed.
What We're Looking For:
- One (1) year of experience in wastewater, water treatment, natural or environmental science, biology, or related field.
- Bachelor's degree from an accredited college or university with major course work in biology, chemistry, or environmental engineering.
- Possession of, or ability to obtain, a valid Colorado driver's license.
Other combinations of experience and education that meet the minimum requirements may be substituted.
