Position Summary
The Environmental Affairs Manager is a senior management position responsible for the proactive management of the environmental regulatory compliance for the University. This position manages 2 workgroups: (1) Environmental Affairs and (2) Hazardous Materials (direct supervision for 4 FTE with oversight for an additional 7 FTE ). The position has responsibility for oversight of air quality permits (Title V), underground/above ground storage tank management, water quality ( NPDES ) permits, surface water quality, stormwater management, wetland issues, environmental assessments at inactive waste sites, collection of radioactive and hazardous materials/wastes from campus and operation of the Hazardous Materials Facility (a fully permitted Treatment-Storage-Disposal facility), and the storage-for-decay program for short-lived radioactive wastes. This position maintains the environmental permitting of the above programs and ensures compliance with the increasing number of permits required by state and federal agencies. This position manages a variety of broad reaching EHS remediation programs from the design stage to project completion for source removal and groundwater containment/cleanup at University sites; develops objectives and corrective action plans; manages consultants; some budget responsibilities; professional authority/accountability to manage programs. Interprets regulations for major remediation projects for internal and external stakeholders, including the media.
Required Qualifications, Competencies, And Experience
* Relevant post-Baccalaureate degree required (or foreign degree equivalent). * At least 15 years progressively responsible and closely related experience in Environmental management and permitting. * A strong background in environmental management and specific permitting experience in at least one of the permitting medias. * Knowledge and experience of EPA and NC environmental regulations is required. * Progressive environmental regulatory compliance experience in the interpretation, application and management of compliance obligations associated with University functions affecting compliance with air, waste, water, ground water quality and/or other programs including EPH One Plan, USTs, Title V, SPCC , TSCA (Asbestos, PCBs), FIFRA (pesticides), and EPCRA (Tier II and TRI reporting) along with working knowledge of OSHA HAZWOPER regulatory compliance obligations. * Strong verbal and written communication skills and good interpersonal skills. * Demonstrated commitment to diversity, inclusion and collaborative decision making in the workplace.
