Head of Regulatory Economics
As Head of Regulatory Economics, you will take a lead role in the development and implementation of proactive and reactive internal and external influencing strategies to lead and/or shape change and to support ScottishPower Group objectives, including guiding ScottishPower Renewables in its goals relating to electricity market development and operation, network charging, additional revenue streams relating to services, supporting ScottishPower Energy Retail in its goals relating to retail price controls and consumer protection regulation (including achieving compliance with its regulatory obligations and any enforcement investigations) and supporting the Hydrogen business in delivering its business case.
Key to this role is to successfully identify, evaluate and manage current and future risks and opportunities presented by the regulatory environment so as to minimise financial exposure and ensure that Renewables and Energy Retail and other ScottishPower businesses can achieve their strategic objectives and support those of the Iberdrola Group.
This role entails the creation of enduring external relationships and the maintenance of a broad internal communication network to ensure that they can take a proactive and lead role in developing ScottishPower internal policy positions and external influencing strategies in key areas of economic regulation (such as retail price controls and network charging), building virtual internal teams and networks across relevant businesses and corporate functions; and proactively identifying and championing new areas of focus.
Responsibilities
You will take on specific responsibilities within the team to support the Director of Regulatory policy, ensuring that the team is resilient to the evolving needs of the ScottishPower Group and the market, both now and in the future, and can react as required in short timescales both to internal needs, and external requests.
These activities will involve acting as deputy for the Director of Regulatory Policy on cross team and cross business issues, including engaging with senior management in ScottishPower at CEO and Director level, but also externally with Ofgem, Government and other third parties at a senior level. In addition to their own areas of responsibility, you will need to coordinate across the regulation teams in Renewables, Energy Management, Energy Retail and SP Energy Networks as applicable.
Within the Corporate Regulation team, this will include reporting activities to ensure we meet our obligations and react to and mitigate risk appropriately. You will also support the Director of Regulatory Policy in developing a robust and resilient skillset within the team to support a more agile approach to our regulatory activity. This will include recruiting, developing and supervising the Regulatory Analyst and Year in Industry trainee.
Providing expert thought leadership to the wider regulation community in ScottishPower and the businesses in the conduct of regulatory affairs with the objective of enhancing shareholder value through assuring the quality of regulatory submissions and their appropriateness to the intended audience, in particular as regards economic/econometric expertise, analysis and research, you will also be required to:
- Influence regulatory policy so that it works for ScottishPower and consumers alike
- Ensure that businesses take account of regulatory issues in producing their plans
- Improve the credibility of ScottishPower with regulatory and Government stakeholders
- Ensure that the business units have a credible view of what is achievable in interaction with such stakeholders
- Support the businesses to enhance their compliance performance and ensure the optimum management of any compliance investigations
Acting with a high degree of autonomy to improve ScottishPower’s understanding and visibility of Ofgem plans and objectives by pro-actively developing and maintaining strong non-transactional relationships with junior and senior Ofgem officials, you will support and deputise for the Director of Regulatory Policy and support the Director of Public Policy in managing internal stakeholder liaison and reporting, budgets and management activities.
What you’ll bring
You must be capable of making a significant personal impact as a Regulation Specialist and thought leader.
With knowledge of the extensive regulatory, commercial and compliance framework and structure supporting the operation of the gas and electricity industry e.g. Acts of Parliament, Statutory Instruments, Supply and Generation Licences, industry governance framework agreements, you will have knowledge of Energy Market Regulation including the complexities in network development, charging, connections, wholesale and retail markets, price controls.
Able to recognise, understand and predict the political, economic, social, regulatory and competitive drivers and blockers in the external environment, you will be experienced in the creation and influencing of change at an organisation and industry level.
Providing strong directional support to Directors and senior management, you will possess a strong understanding of commercial issues, quickly grasping impacts of a regulatory proposal and be able to formulate a response, if necessary, in real time during meetings.
Familiar with regulatory processes, achieved through experience with a Regulator or within another regulatory role, you will be able to review and challenge proposed approaches from business regulation teams, including ability to work with legislation and other primary documents, so as to ensure that regulatory positions are well founded.
As an exceptional communicator (oral and written) with interpersonal skills, allowing you to be very persuasive to a regulatory/government audience, you will have a good understanding of the needs of top management for timely and succinct briefings.
Proven in negotiation, problem solving and risk assessment/management, you will be able to prioritise, work under pressure and handle multiple often complex and inter-related issues with conflicting externally set deadlines.
Able to communicate effectively at all levels of the organisation and with internal and external stakeholders, using appropriate communication methods including but not limited to written reports and responses and oral presentations, you will also have previous Line Management experience and an ability to motivate, lead, support and develop direct reports.
