JOB SUMMARY: This position is a Management and Program Analyst, GS- 0343-9/11 working in Shepherdstown, West Virginia for the R9-NCTC-Division of Training. "Salary may change with the release of the 2025 pay schedule, set to release 1/12/2025 ( https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/ ) MAJOR DUTIES: As a Management and Program Analyst your duties will include but are not limited to the following: Serves as an administrator of the DOI Learning Management System, contractor accounts, etc. Approves DOI Talent access and monitors overall DOI Talent system use, best practices, and data. Identifies problem areas and need for data migration to include the introduction of new processes with appropriate instructions and training. Attends DOI Talent planning meetings with learning management sponsors, vendors, and project leads to plan and report on established learning management initiatives milestones; and serves on the DOI Talent inter-bureau group to include the contractors responsible for the program. Assists with conducting bureau DOI Talent training for employees, supervisors, and administrators. Manages and responds to help desk tickets submitted using the Bison Support Service Help Desk for DOI Talent Tier 2 support. Engages customers to assess their needs, provide information or assistance, resolve conflicts or problems. Provides quality service to customers and partners. Serves as a resource for technical and nontechnical inquiries related to learning management. Manages internal controls for data security, privacy, and data integrity in the learning management system, including instructing users on how to create/edit course categories, competencies, courses, classes, tests, surveys, learning plans, system reports, contractor accounts, etc. Conducts training assessments and participates in the development of training schedule projections, justifications and resourcing based on new Service -level and/or NCTC initiatives/priorities. Assists with analyzing the results of training evaluations, return on investment analyses, competency analysis, training prioritization matrices and training needs analysis to report the findings. Promotion Potential: This position involves a multi-grade career ladder. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met.
