JOB SUMMARY: This position is located with the Environmental Management Consolidated Business Center (EMCBC), Office of Chief Counsel in Cincinnati, Ohio. As a Supervisory General Attorney, you will be responsible for managing the work of a group of attorneys providing legal services on EMCBC acquisition and contractual matters. The legal services rendered include procurement, contract law, and litigation support. MAJOR DUTIES: As a Supervisory General Attorney, you will: Provide needed legal counsel to senior DOE leadership (i.e., EMCBC management, Office of Environmental Management (EM), and the Office Legacy Management (LM) leadership. Participate and oversee in the selection of major acquisitions, negotiation of contracts and agreements, and in the interpretation and application of contract terms and conditions; selection decisions involving development of the solicitation advising evaluation boards on all aspects of the selection decision, and representation of DOE in protests of those actions to the General Accounting Office (GAO). Represent the Department before courts, Board of Contract Appeals, and other Federal and state administrative agencies on matters within one's respective responsibility appropriately in coordination with OGC and DOJ. Obtain and prepare needed expert testimony; prepare pleadings and documentary evidence; and presents the Department's position and representing the agency as a trial attorney or participating in the trial or advising and assisting another lead agency (i.e., DOJ) in presenting the DOE's position through the appellate level. Prepare legal opinions for and counsel to OCC and DOE management to assure that actions taken are based upon statutory responsibilities and are designed to protect the legal and financial rights and interest of the Government and others affected by Departmental activities. Serve as a supervisor working cooperatively with other Group Leaders in the office on a continuing basis with work processes and assignments, both legal and administrative, and develop more efficient and rewarding structures, assignments, roles, and responsibilities.
