The City of Lowell is the fourth-largest city in Massachusetts, with a population of more than 100,000. The mayor and seven city council members (elected for two-year terms) govern the city by setting policies, as well as appointing heads of departments, boards, and commissions. The City of Lowell operates through nearly 30 departments and programs, including emergency management, recycling, and veterans' services. Located about 30 miles northwest of Boston, Lowell was established in 1826 as a planned industrial city. CVS and the Market Basket grocery store chain were both founded in Lowell.
