The primary purpose of this professional Environmental Health Specialist is to protect and promote public health through education, consultation, investigation, inspection and the enforcement of applicable laws and regulations. This is done in the areas of Food and Lodging establishments, Plan review, Childcare Facilities, Family Childcare Homes, Seafood markets, teaching of food service classes and various other inspections located in Cumberland County.

Examples of Duties

This position is responsible for fulfilling all duties associated with the county’s public food and lodging establishments including inspections, construction visits, permits, and complaint investigations. Specifically, this specialist is responsible to work with about 250 restaurants, food stands, meat markets, motels, day cares, in addition to some other public establishments that are located in one geographical area in the county. In this capacity, the Environmental Health Specialist must work with the owners and managers of the noted public establishments to assure compliance with the different applicable federal, state and county rules and regulations.

Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.

Minimum Qualifications

Bachelor’s degree or postgraduate degree from a program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC); or Bachelor’s degree or postgraduate degree in public health and one year of experience in the field of environmental health practice; or Bachelor’s degree or postgraduate degree with a minimum of 30 semester hours or 45 quarter hours in the physical, biological, natural, life, or health sciences and one year of experience in the field of environmental health practice.

Administering the Trainee Appointment- Appointees must be eligible for registration and apply for registration as an Environmental Health Specialist Intern within 60 days of employment. Employee may remain registered as an Environmental Health Specialist Intern until registration as an Environmental Health Specialist or up to two years, whichever comes first.

Necessary Special Qualification:Approval for registration as a Sanitarian or registration as a Sanitarian by the North Carolina State Board of Environmental Health Specialist Examiners prior to employment.

Management Preference: Registered Environmental Health Specialist candidates with current State authorizations in Food and Lodging. Bilingual skills (Spanish) desired.

Degrees must be received from appropriately accredited universities.

Knowledge, Skills and Abilities

Thorough knowledge of environmental health procedures, policies, statutes, and rules, as well as job-specific program areas.
Considerable knowledge of public health law, microbiology, biology, chemistry, food science, epidemiology, soil science, and basic engineering technology as applied to environmental health practices.
Working knowledge of the responsibilities of other agencies involved in environmental health work.
Working knowledge of the interrelationship between socio-economic factors and environmental health concerns.
Working knowledge of inspection methods and investigation techniques as applied in environmental health.
Ability to analyze and comprehend a wide variety of technical and administrative regulations, records, and reports.
Ability to exercise sound judgement and deal tactfully with a wide range of public contacts while enforcing public health laws and regulations.
Ability to educate business and property owners and the consuming public in matters related to protecting and promoting public health.
Ability to present formal environmental health training programs.
Ability to develop and express ideas and opinions concisely, comprehensively, and clearly in oral and written form.
Ability to independently plan and schedule work activities.
Ability to apply environmental health standards, guidelines, statutes, rules, knowledge, and techniques in the investigation of environmental health problems.

Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record. Background check and negative drug test are required.
