The American Council for an Energy-Efficient Economy (ACEEE), a leading nonprofit research organization based in Washington, DC, seeks a full-time Contracts Manager for its finance department.

Position Description

ACEEE is looking for a self-motivated and detail-oriented individual to manage various aspects of contract administration. This includes overseeing contract processes, managing contract forms, ensuring compliance with federal and foundation awards, supporting federal grant applications and providing oversight for federal contracts.

The Contracts Manager will report to the Finance Director. The ideal candidate must have a strong background in contracts management and experience using accounting software. This role will be responsible for ensuring the successful execution and monitoring of grant agreements, financial reporting, and regulatory compliance.

Requirements

Function/Responsibilities

Contracts Management:

Develop a thorough understanding of the project scope, deliverables, budgets, and contract terms and conditions.
Act as the primary point of contact with grant funders for contract-related issues.
Maintain a portfolio of grant agreements and contracts, including federal, state, and local cost-reimbursable grants, as well as foundation and corporate grants.
Work closely with program teams to ensure alignment of grant activities with contract requirements.

Grant Tracking:

Maintain tracking systems to monitor the progress of all grants, including deliverables, deadlines, and financial reports.
Monitor and reconcile grant budgets to ensure compliance with allowable costs and spending regulations.
Regularly update management on the status of grant-funded projects, budgets, and deadlines.

Compliance & Reporting:

Ensure compliance with federal, state, and funder regulations, including Federal Acquisition Regulations, Uniform Guidance (2 CFR Part 200), and other relevant requirements.
Collaborate with legal and development teams to interpret contractual obligations and ensure adherence to regulatory guidelines.
Ensure subgrant agreement templates and letters of commitment are current with respect to applicable donor compliance requirements.
Review subrecipient financial reports and deliverables for accuracy, timeliness, and compliance with funder requirements and agreements.
Manage the closeout process for expiring grants, including final financial reconciliation and reporting.
Maintain organized audit-ready records of all necessary documentation.
Other duties as assigned.

Competencies

Knowledge of Generally Accepted Accounting Principles and nonprofit accounting
Highly analytical with strong attention to detail and strong organizational skill
Experience with federal contracting
Team player with ability to delegate effectively
Excellent Microsoft Excel skills, as well as the MS Office Suite of apps
Strong communication and interpersonal skills

Qualifications

Bachelor’s degree in accounting, business administration, finance, public administration, or related field
7 years of experience in contract administration and management, with a focus on federal and foundation grants, or
Advanced degree with 5 years of relevant work experience
Experience with grant tracking systems and accounting software, preferably Sage Intacct or similar platforms.
Familiarity with OMB Uniform Guidance and federal grant regulations.

Preferred Start Date: February 2025. This position is based in Washington, DC, with an opportunity to work from home a few days.

Salary: This is a full-time, exempt position. The anticipated salary is $80,000, with the range of $75,948 to $94,935, commensurate with qualifications and experience. ACEEE’s generous benefits package includes health, dental, vision, disability, and life insurance coverage; a 403(b) retirement plan; transportation and bike share benefits; 3 weeks of vacation in the first year and 4 weeks thereafter, in addition office-wide closure for the week between Christmas and New Year’s.
