The Supervisor – Construction & Maintenance is responsible of internal, external, and on-call work crews throughout Connecticut Natural Gas (CNG) Greenwich territory. This role oversees resources and personnel engaged in the operation, maintenance, survey, inspection and construction of CNG-Greenwich natural gas distribution and transmission systems. Supervisor – Construction & Maintenance is responsible of integrated planning and scheduling, execution of fieldwork activities, performance measurement, coaching, training, safety adherence, mentoring, and various administrative duties. You will prepare and execute maintenance and construction activities, as well as coordinate and schedule these operations. Supervisor – Construction & Maintenance is responsible for the adherence of all construction and maintenance activities and are performed in accordance with Gas Operations and Maintenance Manual (O&M), CNG Construction Standards, approved policies, regulatory procedures, safety rules and approved budgets. Supervisor – Construction & Maintenance communicates with customers and community officials (Town of Greenwich) as well as State of Connecticut Public Utilities Regulatory Authority (PURA) concerning all aspects of utility construction, operations, maintenance, and service delivery regularly.
Responsibilities
- Assign, direct, plan and oversee work for gas construction department. Supervise CNG and contractor construction crews to ensure safe and efficient operation of the daily field activities. Provide complete and timely work packages for crews including permits and instructions. Monitor and ensure quality of work performed by specialists and crews. (20%)
- Work closely and interface with internal and external customers. Resolve customer issues as needed. Assist internal customers on new construction and rebuilding of existing natural gas plants (gate stations, district regulator stations etc.). Work closely with PURA and local government agencies (Town of Greenwich). (20%)
- Plan, organize, and manage gas maintenance and construction workloads through effective coordination and scheduling. Work closely with scheduling department to ensure timely and accurate daily / weekly work schedule of gas construction & maintenance crews. Assess the scope of projects and assign the appropriate crew and skills balance. Arrange for any special equipment and ensure that all material needs are met. Ensure that all gas construction & maintenance employees obtain and maintain the necessary Operator Qualifications (OQs) as required. Serve as the on-scene supervisor to outages and respond to reported gas leaks. (20%)
- Coordinates safety training, documentation, inspections, and accident investigations. Ensure compliance with safety standards and conduct effective weekly safety meetings. Champion Avangrid`s safety culture and be a role model for safety. (20%)
- Administer damage claims and billing, leak reports, time sheets, store orders, work order balancing, material review, compliance with safety rules and regulations, standards of excellence and/or service guarantees. Monitor accuracy of gas construction field records (field notes, as-builts, work sketches) for auditing purposes and ensure compliance. (5%)
- Oversee construction office and support budget management. Coordinate department activities with local and state highway departmental officials. Communicate with customers and community officials about utility operations and service delivery. Align departments to ensure maximum consistency and flexibility amongst all work groups. (10%)
- Responsible for labor relations contract administration and communications. Conduct employee evaluations for annual performance appraisal process. Participate in hiring panels. (5%)
Skills
- Knowledge of natural gas distribution system design, operations, maintenance, and construction principles and practices.
- Project and schedule management skills, including computerized work and materials management tools.

Qualifications
Five or more years of experience in Gas Distribution, Field Service design, installation, or utility operations.
Supervisory experience preferred.
Education, Experience and other Requirements
- Education requirements:
- Bachelor's Degree with a minimum of four years of relevant experience.
- Associate degree with a minimum of seven years of relevant experience.
- High School Diploma/GED with a minimum of ten years as a gas fitter or other relevant experience and the completion of the gas fitter progression program.
- Knowledge of natural gas systems and construction.
- Knowledge of gas theory, switching, tagging, labor agreement, safety manual, leak detection methods, procedures, and instrumentation.
- Knowledge of industry codes including PHMSA DOT 191 & 192, Hazmat, OSHA, and industry Operator Qualification concepts (OQ).
- Must be able to travel out of service territory when required.
- Obtain and maintain company required valid Operator Qualifications (OQs).
- Ability to work on a bi-weekly on-call schedule. Must be available for response to after hours to work storms, emergencies, and critical assignments.
