The Senior Pre-Construction Project Manager (PC-PM) manages multiple renewable energy projects within the Pre-FID stage (Solar, Wind and Wind re-power) between FEL2 and FEL3 stage gates. They are responsible for finalization of project scope of works, liaising with key stakeholders within Avangrid to ensure all requirements, constraints and key milestones are captured and understood. In addition to creating the project execution plan, the PC-PM oversees the development of the risk register and end to end project schedule outlining project critical path through to facility Commercial Operational Date.
The PC-PM works with Supply Chain and Procurement during the main EPC Bid process (BOP, HV Substation, POI & BESS packages), ensuring scope of works is understood by EPC Contractors, facilitating closure of all exceptions and clarifications, and ensuring all scope gaps are addressed prior to contract awards. Additionally, PC-PM coordinates with Procurement on the supply of project main equipment, aligning deliveries with overall project schedule.
Internally, the PC-PM is a key collaborator with CapEx team to ensure all project costs are identified and captured in project financial analysis.
Upon successful FID, the PC-PM oversees a comprehensive turnover process where the project is handed over to the Construction Execution team.
The PC-PM must be an excellent coordinator and collaborator with all the functions associated with the development of complex projects. The PC-PM must provide strong leadership skills, be a strategic thinker, and be able to adapt to scope changes to bring value to the project. PC-PM is responsible for developing the relationship with stakeholders through management and technical leadership.
This individual will be responsible to ensure projects and programs are aligned with the organization's vision, strategies, and objectives and be ready to adapt to changing priorities at a portfolio level.
Responsibilities
- Develop contracting strategy that best matches the project's characteristics, deadlines, and risks.
- Develop project schedule and risk register with the support of schedulers and Risk Manager.
- Develop scope of works (SoW) and project execution plan (PEP).
- Coordinate and provide necessary information to the Governance Committee for approval requests, describing status of the projects and the different possible scenarios representing the Projects team.
- Successful handover to Construction PM (no loose ends, good understanding by PM of construction requirements / constraints / agreements).
- Provides periodic updates to company senior management group on project activities, progress, and issues.
- Develop the project procurement plan for the HV, BoP and main equipment on assigned projects.
- Manage the project team and provide leadership in the overall management of the project to achieve the financial approval and to ensure that progress and program reporting is accurate, punctual and within governance parameters.
- Be the interface between Projects team, Development, Investment Office, and Procurement from the beginning of FEL3 until the Final Investment Decision (FID).
- Assists with technical due diligence in conjunction with other departments.
- Ensures process feedback mechanisms are implemented, identifying process efficiencies and improvements, including process and functional quality audits, and focusing on Company strategic initiatives.
- Responsible for effective forecasting of Company's capital budget spending on assigned projects.
- Support Supply Chain management team in contract negotiation with suppliers.
- Manage the initial development of the project schedule and oversee regular updates readjusting as necessary to ensure timely delivery of the final project.
- Regularly perform risk management identifying and responding to potential issues that could arise throughout the life of the project to minimize potential negative impacts, identifying positive opportunities, and help ensure the safety of the workers.
- Create a contingency plan to have a proactive approach to risk management rather than a reactive one.
- Ensure proper communication concerning changes in established milestones or challenges that may affect the outcome of a project's completion date.
- Hold regular meetings with all departments to ensure open communication and expectations throughout a project.
Skills and Requirements
- Bachelor's degree in engineering, construction management or related study.
- 5 years’ experience in project engineering and construction of electric generation projects.
- 5 years’ experience in project development or management of renewables projects.
- A working knowledge of FEL stage gated methodology and experience in construction or development of renewables projects is preferred.
- A working knowledge of construction law, contracts, claims avoidance, insurance, and contract administration is preferred.
- Proficiency using personal computer tools such as Word, Excel, PowerPoint, and Primavera P6.
- Ability to foster and participate in a productive team environment by establishing and maintaining effective working relationships with co-workers, managers, customers, contractors, and vendors.
- Ability to analyze project risks and proactively identify solutions with a flexible, creative, and solution-focused outlook on problem solving.
- Maintains effectiveness during procedural/organizational changes and when dealing with varying personality styles and tasks.
- Effectively provides and receives information orally in individual and group situations. Written expression is clear, concise, and conveys the desired message.
- Ability to navigate and succeed in a highly matrixed reporting company structure.
- Ability to travel 20%.
