Position Summary
The Associate Director of Safety and Environmental Health works closely with all departments, divisions and schools to direct the development and management of comprehensive college-wide safety and environmental health programs to ensure compliance with regulatory agencies as mandated by local, state, and federal agencies, including the Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Consensus Standards such as NFPA, IFC and New Mexico Environment Department (NMED) to prevent harm to staff, faculty, or students.
The Associate Director ensures the safety of the CNM community and that CNM maintains compliance with Environmental, Health & Safety regulations and codes. This role is responsible for campus safety and loss control programs, develops or updates Environmental, Health and Safety (EHS) programs to ensure compliance.
Duties & Responsibilities
- Leads compliance efforts with all applicable federal and state rules, regulations, and code standards; interprets regulations on relevant issues to provide practical guidance, support, and training aimed at maintaining and developing best practices in safety and environmental health.
- Directs the assessment for physical/chemical/laboratory safety and environmental protection functions; reviews with appropriate management and staff, to implement and execute programs for the prevention and control of safety and environmental health risks, including, but not limited to, prevention of injuries, industrial hygiene, indoor air quality, laboratory compliance, hazardous waste and EPA/OSHA compliance, records, and permits.
- Advises leaders on performance improvement; leads improvement initiatives; directs departments on specific regulatory safety and environmental issues by education and training programs on the requirements from federal, state, and local rules and protocols.
- Advises the college community regarding safety protocols and procedures to ensure regulatory compliance as mandated by local, state, and federal agencies, including the Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Consensus Standards such as NFPA, IFC and New Mexico Environment Department (NMED) and local ordinance.
- Provides comprehensive support to contractors, project managers, architects, and engineers regarding CNM's environmental, health, and safety standards and regulations and reviews construction plans to ensure compliance with relevant laws, codes, regulations, and best practices.
- Acts as CNM's primary liaison with government agencies on environmental, occupational, and life safety matters.
- Identifies potential hazards, evaluates associated risks, and recommends corrective actions through internal and external inspections.
- Develops and implements College-wide occupational health and safety programs, translating materials into multiple languages for accessibility.
- Manages accident and incident investigations, ensuring thorough documentation and implementation of preventive measures.
- Builds, deploys, and maintains comprehensive safety training programs for employees and students.
- Crafts strategies and manages emergency situations involving hazardous materials, radiation, or fire incidents.
- Supports emergency response efforts, including training, committee meetings, and business continuity initiatives.
- Manages Safety and Environmental Health Department staff, oversees budgetary responsibilities, and collaborates with risk management initiatives under the direction of the Director of Risk Management.
- Plan, organize, assign, supervise, review and evaluate the work of safety staff.
- Ensuring in developing and updating implementation of safety and loss control programs that include a written program.
- Formulating maintenance strategies and procedures to ensure reduced workplace injuries and regulatory compliance.
- Creating safe operating procedures (sop's) for specific processes and inspecting affected work environment.
- Provide all required safety training which includes loss control techniques.
- Serves as the Safety Committee Chairperson.
- Works closely with the State Fire Marshals and other agencies on fire safety issues applicable to CNM operations.
- Developing and implementing occupational health programs such as blood borne pathogen prevention, hearing conservation programs, infectious disease occurrence preparedness & response plan.
- Leads a team of subject matter experts, fosters good communication, collaboration, morale, productivity, trust, and an environment of team growth.
- Performs other related duties as assigned.
Minimum Qualifications:
- Bachelor's degree in Occupational Safety & Health, Industrial Hygiene, Construction Safety, Fire Science, Environmental Management, or a science-based degree with a focus on safety.
OR
- An Associates Degree in Occupational Safety & Health, Industrial Hygiene, Construction Safety, Fire Science, Environmental Management, or a science-based degree with a focus on safety.
WITH current credentials in one of the following:
- Certified Safety and Health Official (CSHO)
- Environmental Regulatory Professional (ERP)
- Environmental Science Professional (ESP)
- International Code Council (ICC) Fire Inspector I
- Certified Safety Professional (CSP)
AND
- Four (4) years of supervisory experience
Preferred Qualifications:
- Experience working in safety and or environmental health in an educational organization.
- Occupational Safety and Health Outreach Trainer
- Master's degree in Occupational Safety and Health, Industrial Hygiene, Construction Safety, Fire Science, Environmental Management, or a science-based degree with a focus on safety.
- Safety, Health & Environmental Professional (SHEP)
- International Code Council (ICC) Fire Inspector II
- Federal Emergency Management Agency (FEMA) Incident Management System and Incident Command System Training ICS: 100, 200, 300, 400, 700, and 800.
