BASIC FUNCTION:
Assist in managing and conducting planning and environmental studies for ESD projects. Perform planning and environmental review for ESD projects including SEQRA review, historic preservation consultation, and land use and planning analysis.
WORK PERFORMED:
- Analyze ESD projects for environmental, planning, historic preservation, smart growth and urban design considerations. Make recommendations relative to environmental review, historic preservation, land use and planning, and in consultation with supervisor, inform and help shape general project plans.
- Review environmental impact statements and assessments and Phase I and II Environmental Site Assessments.
- Draft environmental assessments and historic preservation agreements.
- Review and prepare environmental and smart growth review sections for ESD Directors’ materials.
- Assist in coordination with state and municipal agencies, community groups and development teams.
- Provide guidance and advise ESD project team members on planning issues, historic preservation, contaminated site cleanup, and environmental review and permit processes.
- Prepare RFPs and conduct consultant selection processes for ESD’s environmental assessments.
- Supervise consultant contracts for the preparation of environmental review and planning documents.
MINIMUM REQUIREMENTS:
Education Level required: bachelor’s degree in urban planning, Environmental Science, or equivalent.
Master’s preferred. Associate’s degree with 8 years direct relevant experience may substitute.
Experience required: Minimum 5+ years in planning/environmental analysis with strong background in real estate project management.
Knowledge required: Background in urban and regional planning, historic preservation, sustainable and resiliency planning, environmental analysis and review under CEQR, SEQRA and NEPA; and managing contracts and working with consultants, governmental agencies, and community groups.
