The position is also responsible to manage and analyze data regarding solid waste tonnage, performs site visits to coordinate planned services and projects, reviews staff reports and collaborates to ensure service delivery. Prepares and submits correspondence, assigned projects and studies, analytical and statistical reports, reviews, cost analyses, staff and routine reports. Attends public meetings; fosters good rapport and maintains a productive level of communication. Responds to emergency events and times of crisis to provide public safety.

Ideal Candidate
Hillsborough County is seeking a Solid Waste Sustainability & Disposal Division Director to perform responsible senior-level managerial and advanced professional activities involved in directing multiple functions of the County Solid Waste System encompassing Solid Waste Management’s Southeast County Landfill Facility, Waste-to-Energy Facility, and Recycling and Special Waste Programs. The ideal candidate must have the ability to plan and implement annual goals, objectives, and strategies for the Division to ensure efficient organization and completion of work. Ideal candidate must have experience in managing employee production, facility conditions, heavy equipment and contractors to ensure reliability of the solid waste systems. Ideal candidate must have ability to manage a large budget. Ideal candidate must have integral knowledge of FDEP (Florida Department of Environment Protection) policies and procedures and the ability to communicate effectively during emergency conditions, using facts to support decisions and recommendations.

Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
- Provides divisional oversight of operation of the Waste-to-Energy Facility, Southeast Landfill Facility, Recycling and Special Waste Programs, Capital Improvement Program to ensure proper operations, maintenance, and repair in
a cost-efficient manner.
- Determines budgetary requirements for the Waste-to-Energy Facility, Southeast Landfill Facility, Recycling and Special Waste Programs, Capital Improvement Program’s annual operating, capital and maintenance budgets; oversees implementation & management of the associated adopted budgets.
- Directs the implementation of predictive, preventive and corrective maintenance procedures, programs and schedules to ensure continuance of services without disruption, enhance communication, provide timely completion and regulatory
compliance to protect the environment and the public.
- Plan and implement short-term and annual goals, objectives and strategies for the Division to ensure efficient organization and completion of work. Oversee compliance with employee and facility safety programs.
- Manage and oversee records management for the receipt of prohibited waste, household hazardous waste, and yard waste to ensure the tonnage is properly tracked for planning and reporting accuracy and to maintain regulatory compliancy.
- Oversee outreach efforts and public awareness to promote waste reduction, recycling, and sustainability through the development of promotional and educational materials that inform the public of waste reduction and recycling programs through training, public presentations and media communications.
- Performs other related duties as assigned.
Nature of Work
- Light Work – Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
Working Conditions
- Office setting, cubicle, indoors and occasional exposure to outdoor weather. Will travel between sites. Work hours will be 8-hour days 5 days a week. This position may be required to work evenings, weekends, and holidays or when the County is closed. This position may be required to be available to assist in Emergency events such as Hurricanes, Tropical Storms, etc. Overtime may be required to meet operational needs.
Physical Effort
- This position will require sitting for extended periods of time, occasionally lifting of up to 20 pounds, including squatting to pick up items, and bending over. Position may be required to operate a vehicle to report other facilities to meet business needs.
Minimum Qualifications
- Bachelor's Degree with additional course work in Business Administration, Engineering, Solid
Waste Management, or Environmental management.; AND
- Minimum 8 years progressive experience in solid waste management field with emphasis on
operations.; OR
- An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
- Possession of a valid Florida Driver's License.

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration.
