Description
Performs skilled, technical, and engineering related work in association with the City's storm water infrastructure system and implementation of the City's Surface Water Management Plan, Sanitary Sewer Inflow and Infiltration Plan, Natural Resources Study, and other water quality related studies, plans, and regulations.
This position works under the general guidance and direction of the Director of Engineering (City Engineer).
Examples of Duties
ESSENTIAL FUNCTIONS
Assists with the operation and maintenance of the City's storm water drainage system.
- Evaluates, plans, assists, and carries out the work necessary for the construction, operation and maintenance for all storm water facilities, either personally, or through assigned staff or outside vendors.
- Inspects construction activities including grading, storm water ponds and sewers, erosion control measures, and related construction projects to insure that work is in compliance with applicable city, state, and federal storm water regulations, laws, ordinances, policies and specifications.
- Plan and develop capital improvement projects (catch basin and manhole replacement); assist with budget development for storm water related expenditures; and develop operational procedures for maintenance and repair of the storm water infrastructure, drainage channels, and storm water ponds.
- Checks drainage and flow calculations, reviews plans including grading, storm water detention ponds & sewers, erosion control measures, and related construction projects to insure that work is in compliance with applicable city, state, and federal storm water regulations, laws, ordinances, policies and specifications.
- Monitor and manage the storm water and sanitary sewer maintenance activities.
- Performs administrative activities consisting of assistance with information requests, release of information, create and maintain logs/records, and conduct inventories.
- Maintains office engineering files, records, and other databases; operates various office equipment.
Responsible for the development and implementation of storm water quality programs and assistance with wellhead protection programs to ensure compliance with regulatory agency requirements.
- Implements the City's Surface Water Management Plan and updates the plan as necessary.
- Assist with the development, updating, and implementation of the City's Wellhead Protection Plan, as adopted and accepted by the Minnesota Department of Health, which includes public education and PCSI database development.
- Develop and implement the City's MS4 permit as required by Federal and State regulations, which includes ordinance development/enforcement for illegal dumping and discharges, construction site storm water controls, storm water public education/volunteer programs, and City good housekeeping procedures.
Performs other duties as assigned.
- Serves on various employee or other community education programs as necessary.
- Perform other duties and special projects as assigned or apparent.
Typical Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
- Graduation from High School or GED.
- Two (2) years of related technical or college training in Civil Engineering, Civil Engineering Technology, Natural Resources, or Environmental Sciences with specialized training in storm water management and/or collection systems; Must include coursework or training in the use of AutoCAD software for mapping or information changes and updates.
- Two (2) years of related experience, or any combination of education and experience judged to be equivalent by the employer.
Necessary Knowledge, Skills and Abilities:
- Considerable knowledge of practices, methods, materials and tools used for storm water facility operation and maintenance.
- Considerable knowledge of price trends and grades or quality of materials and equipment.
- Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities.
- Considerable knowledge of construction principles, practices and methods as applicable to a municipal setting particularly in regards to erosion control and storm water runoff.
- Working knowledge of applicable City policies, laws, and regulations affecting Division activities.
- Skill in operation of listed tools and equipment.
- Ability to establish and maintain effective preventive maintenance programs, policies and procedures; Ability to maintain effective accounting procedures; Ability to carry out assigned projects to their completion; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, vendors and the public.
- Ability to interpret construction grading plans.
- Ability to deal effectively with the public, citizens, fellow employees and others with courtesy and discretion.
- Meets or exceeds departmental standards when evaluated.
Required Licenses, Certifications, and Registrations:
- Valid State driver's license.
- Erosion/Sediment Control Specialist - certified by MnDOT.
Must be physically capable of moving about on construction work sites.
