ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Leads preparation of NEPA documents to provide full disclosure of actions to the public, state, and Federal agencies
- Identifies environmental compliance issues with state and Federal agencies
- Reviews, analyzes, evaluates and interprets technical (biological and physical science) land, water and/or property data from an environmental perspective
- Travels to and attends field inspections, meetings and trainings
- Writes detailed inspection reports
- Makes recommendations with respect to technical data and reports
- Answers technical questions related to policies, procedures, and statutes
- Conducts and participate in public meetings and resolves complaints brought for by the public or outside agencies
- Represents WYDOT in meetings with various State, Federal, and private entities
- Conducts complex analysis of problems using data collected from natural resource specialists and engineers
- Utilizes databases for record retrieval and storage
- Establishes and maintains intra and inter-departmental relationships
- Analyzes complex environmental data and draws conclusions
Qualifications
PREFERENCES: Preference may be given to those with experience with NEPA project management and preparation.
KNOWLEDGE: - Knowledge of the National Environmental Policy Act (to include wetland delineation, biological assessments, reclamation, agronomy, historical resources, etc.)
- Knowledge of NEPA document preparation, such as Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements
- Managing multiple projects
- Knowledge of environmental processes and regulations
- Knowledge of holding and conducting public meetings
- Ability to read and understand engineering design plans
- Utilize concise, coherent, and informative writing skills
- Proficiency with Microsoft Office and Google Suites products
MINIMUM QUALIFICATIONS:
Education:
Bachelor's (typically in The Sciences)
Experience:
0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

PHYSICAL WORKING CONDITIONS:
- Travel required approximately 25% of the time.

- Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
- Temporary employees accepting a full-time or part-time permanent position
- Current employees accepting a promotional opportunity - recruitment must have been opened to the public
- One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
- Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
- Employees would only be eligible for one (1) hiring bonus in a 12-month period.
- If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
