This position is in the Bureau of Budget and Planning, under the Division of Administrative Services. The essential functions of this position are to provide support to the Chief of Budget and Planning and to direct the budgetary and planning efforts. This role is also responsible for supervising staff, coordinating and overseeing budget management activities. The incumbent will perform various duties which require confidentiality, critical thinking, initiative, attention to detail and interacting professionally with others.
The Division of Administrative Services provides centralized administrative support to the Department and its employees. Within this Division, the Bureau of Budgeting and Planning oversees and coordinates all agency budget and planning processes to maintain and promote DEP’s core mission. This bureau serves as the Department’s liaison to the Executive Office of the Governor and the Florida Legislature.

This position carries out various budget and planning responsibilities including, but not limited to:
- Coordinates and oversees development and submission of the annual Legislative Budget Request (LBR), Capital Improvements Program Plan, Long-Range Program Plan (LRPP) and related schedules and exhibits.
- Assists with analyzing the fiscal impact of proposed legislative bills impacting DEP.
- Directs, supervises, and provides guidance and training to staff.
- Monitors the budget for assigned program areas and prepares and reviews monthly salary projections, quarterly budget projections and budget amendments.
- Reviews all LBRs, budget amendments, and other work assignments prepared by direct reports and consults with them as necessary to ensure completeness and accuracy of assignments.
- Provides substantial staff assistance during Legislative Session, including monitoring legislative activities related to DEP’s budget and updating and reconciling corresponding spreadsheets.
- Provides technical assistance to other budget office staff and program budget coordinators.
- Coordinates and oversees the completion of exercises including all start-up and year-end budget exercises and information requests.
- Prepares monthly Rate Report for DEP.
- Responsible for developing and presenting budget training opportunities.
- Conducts staff and other professional meetings to gather and exchange information.
- Completes special projects and draft responses to special requests for information or data.
The incumbent should possess the following:
- Knowledge of State of Florida budgeting processes and structure.
- Knowledge of the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS) and the Budget Amendment Processing System (BAPS).
- Knowledge of Microsoft Office with proficiency in Microsoft Excel.
- Knowledge of Adobe Acrobat.
- Critical thinking and organizational skills.
- Ability to identify and address the needs of internal and external customers while providing excellent customer service.
- Ability to communicate respectfully and effectively, both verbally and in writing.
- Ability to establish and maintain effective working relationships with others.
- Ability to prioritize, organize and perform multiple work assignments simultaneously.
- Ability to compile, review, analyze, and reconcile financial data for accuracy, completeness, and compliance.

A bachelor's degree from an accredited college or university and four years of professional experience.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
