Work Unit
The Water Quality Control Division (division) Restoration and Protection Unit (RPU) analyzes the maximum amount of pollutants a waterbody can receive while still meeting and maintaining water quality standards and identifies contributions and necessary reductions from pollutant sources to stay within the allowable amount. This Total Maximum Daily Load (TMDL) and advanced restoration plan information is the foundation for the restoration and protection planning and implementation activities RPU supports through the administration of federal and state water quality improvement funds. RPU provides these funds, as well as planning and implementation technical assistance, to local governments, nongovernmental organizations and others to improve and protect water quality in watersheds throughout the state with specific emphasis on nonpoint source pollution control.
Job Description
The purpose of this position is to assist local communities with nonpoint source (NPS) pollution reduction projects through the administration of federal and state funding assistance. In collaboration with local project sponsors, the position coordinates and manages all technical and contractual aspects of NPS water quality improvement projects. The position also conducts NPS program outreach and assists with specific NPS program initiatives such as request for application processes and nonpoint source success story development.
Duties include but are not limited to:
- Manage NPS projects, including reviewing proposals, contracting, invoicing, evaluating project data and other deliverables, managing project information in a national database and performing close out activities
- Analyze, interpret and report water quality data in support of measuring results from implementing nonpoint source best management practices and assessing those results in the context of water quality standards
- Develop, maintain and utilize spatial data in support of nonpoint source projects and program, including data to support geospatially locating nonpoint source projects, delineating drainage basins affected by nonpoint source projects and delineating watershed plan boundaries.
- Coordinate the approval of contractor sampling and analysis plans with the workgroup leader to ensure project results are measured based on accepted methods
- Perform site visits and participate in targeted field work
- Assist in the development of guidance, tools and standard operating procedures associated with high priority nonpoint source program development needs
- Assist in the consistent implementation of NPS guidance, tools and standard operating procedures
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
(Option 1) Six years of professional work experience in managing water quality improvement projects. OR (Option 2) A bachelor’s degree from an accredited college or university in environmental science, natural resources, biology, geology, hydrology, chemistry or a closely-related field and two years of professional experience in managing water quality improvement projects. OR (Option 3) A master’s degree from an accredited college or university in environmental science, natural resources, biology, geology, hydrology, chemistry or a closely-related field will substitute for the bachelor’s degree and two years of professional work experience in managing water quality improvement projects.
Preferred Qualifications and Essential Competencies The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
Experience managing projects that implement best management practices to improve water quality.
- Experience developing contract documents and managing contracts from beginning to closure.
- Relevant years of State service shall be considered.
Practical experience evaluating and reporting water quality data and information to effectively communicate results.
Ability to engage local communities in improving water quality through outreach and education activities.
Professional experience in applying provisions of the Federal Clean Water Act or Colorado Water Quality Control Act to restore and protect water quality.
Demonstrated ability to effectively manage multiple water quality improvement projects concurrently.
Experience developing and implementing standardized procedures and best practices.
Excellent interpersonal and oral and written communication skills.
Excellent critical thinking skills, including the ability to make timely judgments and decisions.
Demonstrated proficiency in Microsoft Office software programs.
Ability to adapt quickly to change and easily consider new approaches.
Strong customer service skills.
Ability to multitask and effectively prioritize work activities.
