Description
GENERAL STATEMENT OF DUTIES
This is a supervisory level position that is responsible for a team of Environmental Health Specialists that protect the health of the public through programs designed to control or eliminate pathogenic agents before they can cause an illness or adversely affect the health of the public.
DISTINGUISHING FEATURES OF THE CLASS
Program elements include State mandated inspections and educational efforts, surveillance, evaluation, architectural plan review, and the enforcement of County, State and Federal Environmental Health Laws, Rules and Regulations. Position is responsible for supervision and leadership of a team of Environmental Health Specialists. Responsible for ensuring the determinations of contaminant sources, identification of responsible parties, and preparation of draft enforcement documents, hydro geological data evaluation, and direct interaction with the affected public. Review and evaluation of investigative proposals and corrective action plans submitted by responsible parties and/or their contractors, and for insuring technical oversight is provided once these plans and proposals are approved and implemented.

DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks
- Provide on-the-job training and orientation for newly employed or assigned staff and assess staff training needs
- Coordination of daily activities and service delivery of a team of Environmental Health Professionals provide quality assurance and support in the field.
- Monitor the technical quality of service deliveries in the field and assure that established program and state standards are consistently met by each Environmental Health Professional.
- Assist with documentation and the preparation for legal enforcement actions.
- Draft written correspondence to inform or enforce state and local health department policy.
- Monitor staff in field situations and assess the technical and professional training needs for each staff member.
- Review work of staff on a daily, weekly, and monthly basis through review of records, reports, and informal discussions and provide on-site reviews on a periodic basis.
- Supervise and participate in the planning, coordination, implementation and presentation of class activities for the Health & Environmental Risk Assessment Staff and workshops for the community.
- Technical review and approval of architectural plans for new facilities and facilities undergoing major renovations. This process includes receiving plans and applications, plan review, tracking review and construction operations, process documentation, field construction visits, and coordinating pre-permit and permit visits with the appropriate EH Specialists.
RECRUITMENT STANDARDSKnowledges, Skills, and Abilities - Knowledge of physical science, biological sciences, chemistry, engineering and environmental health.
- Knowledge and field experience in the control of public and environmental health risk assessment.
- Knowledge of emergency spill response requirements.
- Considerable knowledge of environmental health laws, rules, and procedures.
- General knowledge of office administration and management to include personnel policies and procedures and the budget process.
- Comprehensive knowledge of the duties and responsibilities of a sanitarian.
- Ability to present formal environmental health training programs.
- Ability to supervise and coach a staff of Environmental Health Professionals.
- Ability to communicate persuasively and effectively with staff, citizens and groups.
- Ability to set standards and guidelines.
- Ability to work as a team member in the planning and solving of complex environmental concerns.
Typical Qualifications
Minimum Education and Experience
Four-year degree with a minimum of thirty semester hours of coursework in Physical or Biological Sciences and four years of field experience in environmental health with at least one year of experience in supervision or in a lead capacity.
Preferred Qualification
REHS with minimum 5 yrs exp and holds FLISP authorizations
Special Requirement
Registered as a Sanitarian by the NC State Board of Sanitarian Examiners

Physical Demands and Work Conditions
Sits, walks, stands, climbs, kneels during a workday. Must be able to physically perform the basic life support functions of walking, fingering, grasping, talking, and hearing. Periodically, may be required to lift up to 50 pounds of force occasionally, and up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Must have the visual acuity to record observations, to read and analyze, to prepare data and figures and to access and input environmental health findings into a computer terminal. Employee is subject to both inside and outside environmental conditions. Employee is subject to noise, dust, rain, snow, mud, sewage and odors from biological substance spills. Exposure to dangers encountered around heavy equipment and rough, and uneven terrain.
Driving is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
