This is second level intermediate professional environmental work performing or responsible for the completion of a range of assignments independently under limited supervision. The job requires skills in applying instructions to accomplish different job functions and a general understanding of scientific principles within the Wastewater Compliance Program.

Where you will work:
The Northwest District is located along the Gulf Coast. We proudly serve 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. This district has three offices located in Pensacola, Panama City and Tallahassee. This position is available in Pensacola located downtown at 160 W. Government St. Pensacola, FL 32502

Your Specific Responsibilities:
Facility Compliance
In general, this position will conduct a wide variety of inspections including facilities known to be mid to highly complex and investigate and take action to resolve complaints.
- Plans and conducts inspections, site visits and other required field work.
- Reviews permitting files, reports and other documents applicable to the inspection.
- Makes calculations and technical evaluations to determine compliance status of regulated facilities.
- Provides compliance assistance to regulated facilities before, during and after inspections.
- Conducts follow-up visits as needed to assist facilities with returning to compliance without enforcement.
- When necessary, recommends enforcement action.
- Drafts enforcement documents including documents for mid to highly complex cases.
- Coordinates and leads enforcement meetings.
- Conducts specialized district peer reviews of inspection documents and reports and serves as a technical advisor in one or more program areas.
- Reviews permit applications and draft permits as necessary to ensure the final permit meets State regulatory requirements.
- Provides technical assistance to permitting engineers and management personnel as requested.
- Provides technical assistance as needed internally and externally.
- Internal assistance includes training of ESIs and ESIIs.
- External assistance includes conceiving, supporting AND participating in compliance assistance workshops for the regulated community.
Training
- Participates, develops and leads cross-training activities. This includes, but is not limited to, safety events, job shadowing, on the job training and team building initiatives as directed by management.
- Is a self-advocate for training and partners with appropriate district staff to learn about multiple DEP program areas.
Report Processing
- Produces timely and accurate documentation of inspections, site visits and field work.
- Enters inspection documentation, compliance data and resolution actions into the designated database.
- Processes reports in accordance with established program rules, requirements and policies.
- Reviews required reports, test reports, protocols and notices for regulated facilities. Ensures the reviews are accurate, completed timely and entered into the designated database.
- Provides database and report processing training for staff.

- Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures relating to environmental programs.
- Skill in collecting, evaluating, analyzing and interpreting scientific or technical data.
- Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.
- Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment.
- Ability to train, motivate and inspire others to achieve team goals.
Minimum Qualifications
- Valid Driver's License and ability to travel as needed.
- Bachelor’s degree from an accredited university or college; and two years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.
- Upon appointment must complete OSHA 24-hour HAZWOPER certification and OSHA 8-hour HAZWOPER refresher annually thereafter.
- Pursuant to sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigation, is required to successfully complete a background and fingerprint check.
