DescriptionRole Summary
The Project Manager will lead the implementation of the solar electrification pilot project, ensuring smooth coordination of activities, compliance with donor requirements, and alignment with Trócaire’s mission and values. The role involves overseeing daily project operations, managing implementing partner, liaising with stakeholders, ensuring timely delivery of project activities, and providing technical and strategic leadership to achieve project goals. The role requires close collaboration with: SPV Consultant, MEAL Officer, Procurement Officer, Climate Change Innovation Officer. The position is based in Freetown, with frequent field visits.
Key Responsibilities
1. Project Coordination and Management
- Provide overall support to partners to ensure the qualitative and timely implementation of the project in line with Trócaire and donor requirements and regulations.
- Act as the focal person for the project, managing technical support, field-level coordination, and effective referrals with Trócaire’s Technical Advisors, Programme Accountant, and Finance Officer.
- Oversee the effective delivery of the project work plan, ensuring all agreed activities are completed on schedule and within budget.
- Work closely with Trócaire’s Business Development & Compliance Manager (BDCM) to ensure donor compliance, grant management, and timely reporting.
- Conduct regular field visits to assess activities, evaluate resource utilization, and ensure adherence to project plans and donor expectations.
- Collaborate with Technical Advisors to align programming approaches with best practices, ensuring consistency and documentation.
- Review partner reports and prepare quality consolidated donor reports in a timely manner.
- Regularly review the Project Budget vs Actual reports – update monthly BVA - to avoid under or overspending, ensuring accurate budget forecasting and expense planning.
- Work with partners to address issues from reporting and monitoring visits, revising project strategies and plans as needed.
- Develop and apply a practical Monitoring, Evaluation Accountability & Learning (MEAL) plan with the MEAL Officer, ensuring data collection informs learning and project improvement.
- Maintain oversight of timely and reliable data collection for project indicators.
- Organize monthly Project Implementation Committee meetings with implementing partners and provide progress updates to the Project Steering Committee.
- Maintain accurate and updated project files (both on Salesforce and hard copy).
- Lead annual coordination meetings with implementing partners and Trócaire staff to review progress, challenges, and lessons learned.
- Ensure timely and organized project start-up and closeout meetings with relevant stakeholders.
2. Communication and Stakeholder Engagement
- Develop and implement the project’s visibility plan, ensuring compliance with donor and Trócaire visibility guidelines.
- Facilitate consultations and actively engage programme participants, local stakeholders, and partners at all stages of project implementation.
- Develop case studies and project updates for Trócaire’s newsletter, social media platforms, or website.
- Accompany visitors, including donors and media representatives, to project sites and assist in promotional or media-related activities.
- Provide regular project updates to Trócaire’s country team and external stakeholders as required.
3. Civil Society Capacity Strengthening
- Ensure quality and timely implementation of capacity-strengthening activities to enhance the managerial, organizational, technical, and financial capacities of local CSO partners.
- Review and provide critical feedback on manuals, guidelines, training materials, and other outputs developed under the project, supporting revisions where needed.
- Facilitate exchange visits and learning events at national and international levels to foster knowledge sharing and peer learning.
- Provide technical support to partners to strengthen their organizational structures and enhance their ability to deliver impactful programming.
4. Linkages and Collaboration
- With SPV Consultant: Provide technical and operational support, ensuring the business model development aligns with project goals and community needs. Collaborate on risk mitigation strategies and incorporate business model insights into project reporting.
- With MEAL Officer: Work closely to develop and implement the MEAL plan, ensuring learning from monitoring informs project strategies and donor reporting. Collaborate on data collection and evaluation processes.
- With Logistics & Procurement Officer: Ensure procurement activities are aligned with the work plan and budget forecasts. Provide oversight to ensure compliance with donor requirements and project timelines.
- With Climate Change Innovation Officer: Coordinate to align solar electrification activities with broader climate change innovation strategies and ensure sustainable approaches.
5. Other Responsibilities
- Undertake additional tasks as agreed with the Climate Change Program Manager, Head of Programmes, and/or Country Director to support Trócaire’s overall work in Sierra Leone.
- Actively contribute to team initiatives, including annual planning, program reviews and trainings.
RequirementsEssential Requirements
Qualifications:
- Graduate university degree in Project Management, International Development, Renewable Energy or related fields.
- A post graduate degree is an added advantage
Experience:
- At least 5 years of demonstrable experience in the management of development projects, preferably in rural energy access, renewable energy, or climate change;
- Sound experience of budgetary and financial management;
- In-depth understanding of programming in a partnership model, working in a partnership-based INGO;
- Experience in organising and facilitating meetings, workshops and training activities;
- Experience in organisational development strengthening and capacity strengthening of local civil society organisations (CSOs).
- Experience in databased management software (Salesforce and Agresso).
- Experience in energy, renewable energy or related fields
- Experience developing training modules, tools, and/or other related resources
- Experience in communications and use of social media in organisational development
- Managing Irish Aid donor grants
- Managing Internship/Volunteer programmes
- Programming experience in women’s empowerment
- Programming experience in governance systems strengthening and social accountability mechanisms
Skills:
- Excellent interpersonal and relationship management skills;
- Highly organised, with excellent planning, prioritisation and problem-solving skills;
- Strong communications and facilitation skills;
- Excellent report writing and documentation skills;
- Monitoring, Learning and evaluation skills
- Competent in Microsoft packages (Word, Excel)
- Fluency (written and spoken) in English
