JOB SUMMARY: This position serves in the Quality Assurance and Technical Support section of the Technical Branch, Division of Design and Construction, Denver Service Center (DSC), National Park Service (NPS). The Technical Branch provides expertise in managing design and construction projects developed for the NPS as well as partnership agencies. MAJOR DUTIES: The major duties of the Construction Analyst position include, but are not limited to, the following: Provides specialized support to project management teams and guidance to all staff (and cost estimating contractors) in the preparation of conceptual (Class A), budgetary (Class B), and final (Class A) government construction cost estimates. Trains and mentors less experienced specialists and staff on the most appropriate application of technology and science to cost estimating work. Identifies appropriate training courses or personally develops technical training for in-house staff. Provide Quality Assurance reviews on projects and detailed analysis of construction cost estimates, and serve as a subject matter and technical expert for Cost Estimating. Provide advisory assistance in the field of cost estimating, value analysis, to Washington Program Offices and Denver Service Center, and on-call expertise when appropriations budget proposals are before congress or various approval processes.
