JOB SUMMARY: This position is a Administrative Officer, GS- 0341-9/11 working in Klamath Falls, Oregon, for the R8-Klamath Falls Fish and Wildlife Office. MAJOR DUTIES: As a Administrative Officer your duties will include, but are not limited to, the following: Serves as the day-to-day supervisor for a team of administrative and support personnel responsible for preparing administrative policy, coordinating administrative work procedures and prioritizing office management practices as a supervisor to subordinate staff of clerical and/or administrative workers. As the principle financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Identifies actual and/or potential funding problems, fiscal trends, significant program deficiencies and imbalances, analyzes conditions, and recommends adjustments and solutions. Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Provides guidance and/or personally prepares procurement documents, determines appropriate sources, conducts market research, and prepares justifications as necessary. Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Provides substantive input and analysis for management decisions by articulating administrative management requirements. Serves as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Analyzes and advises on the implications of proposed management decisions and the administrative aspects involved in the accession, retention, motivation, development, and use of human resources. Works with servicing human resources office representatives to identify and resolve human resources needs and problems. Promotion Potential: This position involves a multi-grade career ladder. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. At the GS-11 level, the level of complexity at this organization requires a complex budget with multiple funding sources, a moderate to large group of personnel (40+) comprised of different appointment types and status, and additional administrative complications to include partnerships and agreements with other federal, state and local organizations, varying types of travel, procurement, and property. These complexities require the incumbent to provide a broad range of trends analysis, forecasting, and organizational recommendations to the project leader for their organizational structure and administrative processes. The GS-09 Level is a developmental grade to the full performance level GS-11. While developing, the AO still serves as the primary point of coordination, communication and liaison with Regional and/or HQ Budget/Finance, HR, and IT programs regarding information, policies/practices and activities of the office and their field/sub-offices, if applicable.
