Job Description and Duties
Under the general direction of the Deputy Director of the Director's Office of Sustainability(DOS), the Vehicle Miles Traveled (VMT) Reduction Program Manager is responsible for managing and accelerating implementation of the Department's efforts to reduce VMT, greenhouse gas (GHG) emissions reduction, and improve public health related to transportation impacts. The incumbent will manage efforts to develop and implement statewide procedures and instructions related to environmental requirements for project delivery with a focus on the California Environmental Quality Act (CEQA), project initiation document scoping, and sustainable transportation, especially as it relates to Senate Bill 743 and the analysis of VMT. The incumbent will work closely with California State Transportation Agency (CalSTA) and Caltrans executive management to lead complex, crossfunctional work with Caltrans Headquarters Divisions and Districts, and provide complex technical assistance to project teams regarding VMT reduction strategies and approaches in alignment with the Global Warming Solutions Act (AB 32, Senate Bill (SB)32); California Air Resources Board (CARB) Climate Change Scoping Plan; SB 743; SB 375; Executive Orders N-19-19 and N-79-20; the Climate Action Plan for Transportation Infrastructure (CAPTI); the Caltrans 2020-24 Strategic Plan; and Caltrans Director's Policy DP-33, Sustainability.
