Job Description and Duties
Under the general direction of the IT Manager I (Section Chief) of the Mobile/Web Applications & Web Support Section, the incumbent serves as Senior Technical Application Developer for the Mobile and Web Applications Unit to support and maintain the Caltrans application portfolio that provides services including Division of Traffic Operations. The incumbent performs duties at an expert level to implement information technology solutions and advises management in alignment with the technical standards, best practices, and enterprise architecture. The incumbent will have full responsibilities to lead a team of developers in all aspects of the System Development Life Cycle (SDLC) methodology related to analysis, design, development, testing, implementation, and day-to-day application maintenance and operations support.
Eligibility for hire may be determined by your score on the Information Technology Specialist II exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Minimum Requirements

Desirable Qualifications
- Knowledge of the SDLC methodologies and experience applying these practices to implement innovative information technology web and mobile application solutions.
- Experience in full stack development using technologies like the LAMP (Linux, Apache, MySQL, PHP) stack; .NET framework including C#, .NET Core and ASP.NET; web technologies including HTML, CSS, Javascript, Python; iOS and Android mobile platforms; and no-code and low-code platforms like Microsoft Power Apps and Salesforce.
- Strong leadership skills with the ability to resolve complex technical issues and mentor junior level development teams.
- Strong communication skills to effectively collaborate with diverse stakeholders, including technical teams, business leaders, vendor contract resources, and end-users.
