Environmental Scientist Supervisor
OEC/ ERSD/ RADIATION
This position is in the Radiation Section of the Emergency Response and Radiological Services Division within the Office of Environmental Compliance. This position is domiciled at Headquarters in East Baton Rouge Parish.
The Environmental Scientist Supervisor (ESS) is responsible for supervision of the work processes of subordinates to ensure procedural and technical accuracy and completeness within a functional unit in the Radiation Section. This position requires a high degree of knowledge of environmental regulations in order to supervise the licensing and registration of radioactive material and equipment. Supervises immediate subordinates in the Inspection Units and other units in the sections in Emergency and Radiological Services Division (ESRD). Organizes workloads by establishing and updating work schedules or setting priorities for the assigned group. Supervises work flow between the Licensing and Inspection Units and other Units and Sections in the Emergency & Radiological Services Division. Reviews the work of subordinates to ensure technical accuracy and completeness as well as consistency with Departmental policies and maintenance of Divisional quality control objectives. Reviews the X-ray and Radioactive Material (RAM) inspections, incidents and complaint reports for technical accuracy. Determines Compliance Actions warranted. Assigns work to Environmental Scientists for review and processing. Occasionally accompanies inspectors on RAM and X-ray inspections. Supervises the review of responses to any deficiencies by the licensees. Makes decisions if any changes are warranted in the draft reports. Makes recommendation s for the development of regulatory policy. Reviews and signs appropriate letters and other correspondence. Supervises the need for System Service Requests and other quality assurance/quality control for TEMPO or other databases used by the unit. Also supervises the tracking and submittal of required quarterly progress reports of legislative performance indicators for the Operational Plan with regard to Radiation. Supervises the tracking of all incoming documents. Supervises the scheduling of a public hearing if necessary. Contributes to regulation development, strategic planning and operational planning processes by assisting in the organization, selection, and direction of work groups or teams or serving as a team member to: draft proposed regulations; develop Fiscal and Economic Impact Statements; respond to comments on advance notice and proposed state rules; provide comments on proposed state legislation; assist in preparation of fiscal notes; provide comments on draft and proposed federal legislation and rules; and develop strategic and operational objectives and indicators.
This position has a Special Entrance Rate (SER) as follows:
Environmental Scientist Supervisor - $31.38 per hour or $2,510.20 biweekly

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Either of the following will qualify:
1. GENERIC OPTION:
A baccalaureate degree with a major in one of the following scientific fields: agronomy, animal science, atmospheric sciences, biological sciences, chemistry, engineering, environmental sciences, forestry, geosciences, health physics, health sciences, medical physics, nuclear science, physical geography, physics, soil sciences, statistics and quantitative methods, toxicology, or wildlife and fisheries sciences plus one of the following:
1. Three years of professional level scientific/technical environmental or radiation experience.
2. Three years of experience as an attorney practicing environmental law in a governmental environmental regulatory program.
3. Three years of professional level Geographic Information Systems (GIS) experience gained in an environmental regulatory program.
NOTE: (For generic option)
Professional level scientific/technical environmental experience is defined as experience gained in an environmental laboratory, an environmental compliance program in the private sector, or a governmental environmental program performing environmental work involving compliance with federal and/or state environmental regulations.
Professional level scientific/technical radiation experience is defined as that experience gained in a regulatory or non-regulatory nuclear energy or radiation protection program, which includes health physics and medical physics.
2. LABORATORY OPTION:
A baccalaureate degree with a major in one of the following scientific fields: agronomy, animal science, atmospheric sciences, biological sciences, chemistry, engineering, environmental sciences, forestry, geosciences, health physics, health sciences, medical physics, nuclear science, physical geography, physics, soil sciences, statistics and quantitative methods, toxicology, or wildlife and fisheries sciences plus one of the following:
1. Three years of professional level environmental laboratory experience.
2. Four years of professional level analytical laboratory, research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing experience.
NOTE: (For laboratory option)
Professional level environmental laboratory experience is defined as experience gained in a governmental or private sector laboratory performing environmental laboratory analysis work involving compliance with federal and/or state environmental regulations.
LIMS is defined as the database in which all analytical data generated by a laboratory is stored.
Laboratory auditing is defined as on-site inspection of a laboratory for accreditation or certification purposes.
SUBSTITUTIONS: (For both options)
Graduate training will substitute for the required experience on the basis of fifteen semester hours in any of the qualifying fields for six months of experience. Graduate training with less than a master's degree will substitute for a maximum of six months of experience.
A master's degree in any of the qualifying fields will substitute for one year of experience.
A Ph.D. in any of the qualifying fields will substitute for a maximum of two years of experience.
A master's degree or Ph.D. in any of the qualifying fields will substitute for the baccalaureate degree.
College credit beyond the baccalaureate degree will substitute for a maximum of two years of experience.

Any college hours or degree must be from an accredited college or university.

ENVIRONMENTAL SCIENTIST/GENERAL OPTION:
Organizes workload, including planning, scheduling, setting priorities, etc. for a functional unit or geographical region of the state.
Supervises complex field and facility inspections of regulated sources, drafts enforcement action, and negotiates compliance schedules.
Supervises the review of permit applications of highly complex facilities.

ENVIRONMENTAL SCIENTIST/LABORATORY OPTION:
Plans and directs the activities of the Environmental Water Quality, Air Quality Laboratory, or Organic Analysis Laboratory.
Supervises and coordinates the activities of the various analytical work units in the laboratory.
Reviews work completed by the analytical work units, interprets and evaluates results, and acts as the quality control/quality assurance officer for overall laboratory operations by reviewing performance, efficiency, and reproducibility.
Supervises maintenance, calibration, and repair of laboratory equipment and instruments.
Supervises and approves the research and development of new and alternative analytical methods.
Interviews and selects applicants for vacant laboratory positions.
Supervises the training of laboratory personnel in analytical methods, safety procedures and the application of water pollution control or air quality laws and regulations.
Supervises all complex analyses for the occurrence of various inorganic and organic substances in various environmental matrices using atomic absorption spectrophotometry, ion chromatography, instrumental colorimetry, ultraviolet/visible spectrophotometry, gas chromatography, infrared spectroscopy, and gas chromatography/mass spectroscopy.
Supervises laboratory operations during emergency response activities associated with oil, toxic, or other hazardous material spills or releases which have entered, or have the potential to enter, public waterways or the ambient air and may pose imminent threat to the environment or public health.
Advises Environmental Scientist as to the appropriate methods for sample collection, preservation, etc., in order to provide data that will properly characterize an environmental situation under investigation.
Supervises the legal chain of custody procedures for the laboratory.
Represents the Division concerning either air quality or water quality laboratory matters at meetings/hearings; serves as an expert witness and provides technical testimony at hearings and enforcement proceedings relevant to analyses performed by his/her laboratory facility.
Prepares budget requests for the Environmental Water Quality or Air Quality Laboratory.
Supervises the purchase of equipment, instruments, and supplies for the Environmental Water Quality or Air Quality Laboratory.
Reviews technical literature and attends seminars/workshops to maintain familiarity with scientific techniques, laws and regulations pertaining to water or air pollution control and water or air quality assessment.
