The City of Norfolk's Office of Resilience is seeking a Management Analyst III who will serve as the Office’s Social & Environmental Resilience Coordinator. The selected candidate will analyze, plan, and develop studies, projects, programs, and grants. The selected candidate will support departmental organization, long-term planning, problem-solving, and management actions. The Management Analyst III will assist with programs across the department, including the Coastal Storm Risk Management flood protection project and social, economic, and environmental resilience initiatives such as GrowNorfolk, Retain Your Rain, and Green Infrastructure Plan implementation. The ideal candidate will be results-oriented and comfortable working in office and field settings to address complex stakeholder and programmatic problem solving.
The City of Norfolk’s Office of Resilience implements strategies and projects that address the shocks and stressors threatening Norfolk's livelihood and economy in the face of rising seas, increased climate changes, and other social, economic, and environmental vulnerabilities. Norfolk must adapt to the changes necessary to ensure its resilience.
Department Hiring Salary Range: $59,393 - $68,301
Essential Functions
Essential functions include but are not limited to:
- Conducts research and analysis by compiling and reviewing internal and external information, preparing position and issue papers, and assessing problem areas in service delivery. Develops recommendations for management consideration to ensure success in meeting Department and City goals.
- Coordinates or assists Department leadership and staff with daily office and project management duties.
- Prepares executive summaries and staff reports for items routed to the City Manager and City Council.
- Translates meeting minutes into due outs that are integrated into tools for task tracking, assigning deadlines with automated notifications for staff and leaders.
- Synthesizes data and input from ambiguous sources, identifying trends, gaps and needs, and engaging with technology to story tell findings to leaders in ways that can be transferred to decision makers.
- Must exude competence in modern organizational management skills, resources and applications; use cases should be apparent and embedded in all deliverables.
- Identifies options for programs, projects, events, and materials to support Department coastal, social, economic, and environmental strategies. Develops and implements high priority pilot programs.
- Assists management by developing SOPs; coordinating office functions such as on-boarding and IT/Facilities work orders; serving as liaison on internal and external meetings, committees, and task forces; managing grants; conducting programmatic audits; and maintaining various metric and task tracking and reporting systems.
- Promotes communication by preparing a variety of materials, maps, graphics, and websites to disseminate program and policy information on a departmental or Citywide basis.
- Represents the Department and City at outreach events, public presentations, and through direct stakeholder interaction.
Education/Experience
Bachelor's degree and four years’ experience in roles including research and data analysis, program development and improvement, or grant management required; or an equivalent combination of education and experience.
Four years' experience in data analysis or related field; or an equivalent combination of education and experience.
Preferred Education/Experience
- Educational background in environmental, biological, or physical sciences; civil or environmental engineering; public or business administration; or related fields
- Professional background in environmental science or engineering fields
- Advanced proficiency in the full Microsoft suite of applications
- Experience using GIS, web development, data dashboards, and/or graphic design software

Work Hours: M-F 8:30 am - 5:00 pmSigning Bonus:This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
