Job Description and Duties
**PENDING BUDGET APPROVAL** Under direction of a Deputy Chief Counsel, Assistant Chief Counsel and/or Attorney Supervisor, the Attorney studies, interprets and applies laws, court decisions, and other authorities in the preparation of cases, opinions and briefs; prepares and presents cases for trial; and/or does a variety of transactional work. As an Attorney, the incumbent is expected to become proficient in the following competencies as described below in order to successfully perform the essential functions of the job, while adhering to and promoting the Department's Mission, Vision, Values, Strategic Imperatives and Goals. Effective development of the identified Core Competencies fosters the advancement of the following Leadership Competencies: Change Commitment, Risk Appetite, Self-Development/Growth, Conflict Management, Relationship Building, Organizational Awareness, Communication, Strategic Perspective, and Results Driven. Eligibility for hire may be determined by your score on the Attorney exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: The Caltrans Sacramento Legal Office is one of five offices comprising the Caltrans Legal Division (Sacramento/HQ, Oakland, Fresno, Los Angeles, and San Diego). The position is located in our Sacramento Legal Office. We also have statewide committees, legal workshops to provide training and networking opportunities for our attorneys. Our overall environment is supportive and challenging, where attorneys are given substantial responsibility at every stage of their career. There are opportunities for promotions-in-place from Attorney to Attorney IV. And, there are highly competitive promotional opportunities to Attorney V. Our Attorneys represent Caltrans in State and Federal courts in all phases of litigation, including trial and appellate work. They also advise and assist Caltrans in delivering projects. Attorneys new to practice are assigned to a practice group and trained in all aspects of the practice. They are given early exposure to discovery and trial preparation, as well as legal research and drafting pleadings.
