OVERVIEW OF GENERAL RESPONSIBILITIES AND DUTIES
The employee has the primary responsibility for planning, coordinating, and evaluating activities as it relates to the Classroom Assessment Scoring System (CLASS) in the pre-school Head Start Program. The incumbent ensures compliance with Federal and State regulations and the Head Start Performance Standards. The employee will conduct classroom-based assessments using CLASS and target areas in need of improvement and/or maintenance by preparing a quality improvement plan.
ESSENTIAL FUNCTIONS
- Ensures Action Pathways Head Start pre-school classrooms meet targets set by the Office of Head Start for CLASS.
- Establishes strategies and professional development plans for the attainment of target scores. Coordinates and collaborates with the Education Team to ensure that all CLASS goals and objectives are achieved.
- Schedules and implements, via CLASS Reliable Observers, the required CLASS observations, currently three times per year per classroom. Responsible for securing a sufficient number of CLASS Reliable Observers to conduct the observations.
- Implements and manages a tracking system to ensure CLASS Reliable staff certifications are current.
- Utilizes Relationship Based Coaching cycle components for the purpose of assessing needs, engaging in focused observations, and providing reflection and feedback in order to set goals and develop action plans.
- Provides constructive feedback and on-site support for teaching practices for the purpose of increasing teacher confidence and competence. This may include modeling, co-teaching, observing, providing reading materials or other resources as needed.
- Develops, maintains, and monitors a system of documentation of CLASS activities, record keeping, and reporting as required by OHS and agency standards.
- Gathers and records information about teacher’s implementation of practices described in goals/actions plans for the purpose of summarizing and displaying data.
- Assists in reviewing and revising Standard Operating Procedures as they relate to CLASS and Mentoring as needed or at least annually.
- Maintains professional and technical knowledge by attending CLASS workshops, reviewing professional publications; establishing personal networks, and participating in professional groups.
- Provides information/education to Action Pathways, Inc., Head Start pre-school staff regarding CLASS to include, but not limited to, what the assessment is, the benefits the agency and children derive, and the agency’s success in meeting goals and objectives, etc.
- Adheres to and upholds the Employee Code of Conduct and Parent Code of Conduct.

PLEASE NOTE
All child care providers and household members who have incurred any pending charges, indictments or convictions (other than minor traffic offenses) since the last qualification letter was issued by the DHHS Criminal Background Check Unit must notify the operator of such charges within five business days or before returning to work, whichever comes first. The operator must notify the Criminal Background Check Unit within one business day of being notified. 10A NCAC 09 .2703.
Any new charges or convictions could result in disqualification. In addition, if the individual has been placed on the Responsible Individual List (RIL), Child Maltreatment Registry (CMR), or the Sex Offender Registry (SOR), this will result in disqualification.
QUALIFICATIONS
Education:
Bachelor's Degree in Early Childhood Education or related Human Services field. CLASS Certified or ability to obtain CLASS certification within 6 months of hire.
Experience:
One to three years related experience in Early Care and Education programs. Experience in practice-based coaching is preferred.
An equivalent combination of education and experience may be considered.
GENERAL REQUIREMENTS
Certificates & Licenses
It is the employee's responsibility to obtain and keep current all certifications, licenses, physicals, etc., at all times.
Required certifications, licenses and medical requirements include:
Pre-K Class Observer Reliability Certificate
Annual physical and tuberculosis test indicating free of TB
Must have a valid driver's license and own transportation. Must provide proof of and maintain vehicle liability insurance and annual state vehicle inspection.
OTHER REQUIREMENTS
The employee must demonstrate the ability to plan and evaluate work.
Knowledge of principles of organization and management is required.
Thorough knowledge and understanding of the needs, characteristics, and development of low-income pre-school-aged children and families is essential to success in this position.
The employee must be familiar with CLASSROOM ASSESSMENT SCORING SYSTEM (CLASS), Practice Base Coaching and the North Carolina Day Care Licensing regulations.
Must be able to work and communicate well with a variety of people.
Must be able to pass a post-offer employment medical summary completed by a physician indicating no physical, medical or emotional problems.
The employee must be able to complete a criminal background check and maintain an active Criminal Background Check (CBC) Qualification letter through the North Carolina Department of Health and Human Services Division of Child Development.
The ability to speak Spanish is preferred.
CONDITIONS OF EMPLOYMENT
Background check with state and Federal law enforcement agencies required. Selected applicants must submit to a pre-employment substance abuse screening test and receive a negative result for the use of drugs and alcohol as specified in agency policies. Must submit and receive negative results for random testing of same. The employee must have a valid North Carolina Driver's License. Must be able to pass a post-offer physical examination.
