Title: Environmental Permitting Specialist
Location: Baytown, TX (50%) & Houston, TX (50%)
- Candidates must be local and willing to adhere to HYBRID WORK SCHEDULE - Tues-Thurs in office (1-2 days per week in Baytown, TX, 1-2 days per week in Houston, TX), M & F from home
Job Description:
Provide strategic direction and environmental support to Client’s major capital projects during early concept development and pre-construction, including managing environmental permitting, environmental assessments (desktop reviews, surveys, etc.) and oversight of third-party environmental consultants as needed.
Responsibilities include:
• Serve as the environmental lead on pipeline major capital projects during early concept development and pre-construction phases, including support for CO2 transport for Carbon Capture, Utilization and Storage (CCUS) projects.
• Lead development of environmental permitting strategies and permit applications required for construction and operation of new pipelines and ensure compliance with federal, state and local regulatory requirements
• Manage required environmental studies, including desktop reviews, field surveys, etc., to screen sensitive areas and implement avoidance or mitigation measures.
• Engage externally with third-party environmental consultants and regulatory agencies on permitting and compliance-related activities.
• Collaborate cross-functionally with internal stakeholders (engineering, land, legal, corporate affairs, etc.) to influence and inform project deliverables and provide routine updates to project management.
• Steward implementation of Client’s internal environmental risk management screening process to evaluate and manage environmental risks during early concept development.
• Interface with Lead Environmental & Regulatory Specialist on transition planning for construction and operational support
Qualifications/Skills
• Bachelor’s degree in environmental science, environmental engineering or related field required.
• 10 years of experience supporting environmental regulatory permitting and compliance in the energy industry preferred, but minimum 5 years required.
• Experience with midstream/pipelines and major capital project development preferred.
• Demonstrated ability to move projects through complex environmental regulatory and permitting requirements while addressing project cost and schedule implications in a dynamic and fast paced working environment.
• Experienced implementing regulatory compliance programs and management practices for multiple media, including air, water, waste and biodiversity.
• Experienced with the National Environmental Policy Act, Clean Water Act, Endangered Species Act and related environmental regulations
• Experienced coordinating and obtaining authorizations through USACE Districts (Galveston, New Orleans and Mobile Districts) and state agencies (TCEQ, TWPD, TXRRC, LDWF, LDEQ, MDEQ, MSWFP)
• Experienced preparing desktop assessments, including wetlands and waterbodies, threatened and endangered species, cultural resources and historic contamination sites.
• Demonstrated ability to lead and influence beyond function and communicate and engage broadly at multiple organizational levels to drive environmental objectives and improvements.
• Organizational skills to prioritize and maintain project and permitting requirements and documentation.
• Ability to work from both the Baytown, TX field office (60%) & Houston, TX downtown office (40%).
