DEFINITION
Dane County’s Department of Waste & Renewables manages the County’s landfills, construction and demolition recycling facility, household hazardous waste collection facility, Renewable Natural Gas (RNG) Plant and various recycling programs. This classification leads and manages a team of technicians performing operations and maintenance (O&M) of the landfill and recycling systems. Manages all aspects of daily operations, collects and analyzes data to optimize operations, advises on all technical aspects of operation and is accountable for establishing and meeting landfill productivity, safety, budgetary, and environmental compliance objectives.
EXAMPLES OF DUTIES
Manages heavy equipment operators, laborers, and contractors performing O&M of the landfill. Assigns and tracks work assignments, inventory, maintenance, and inspections in the computerized maintenance monitoring system (CMMS). Develops and tracks key performance indicators such as tonnage, compaction, labor hours, customer feedback, equipment utilization, safety incidents, work order completion, daily cover, and expenses. Leads the training, enforcement, and development of safety policies and procedures. Schedules, coordinates and manages personnel, equipment, and other capital assets. Maintains and approves records of time, equipment, and material costs. Collects, compiles and analyzes data to assist in benchmarking and metrics tracking. Analyzes equipment needs and manages capital assets. Administers and coordinates the purchase, setup, and maintenance of new equipment, various materials, and other items for the department. Reviews and interprets blueprints, drawings, construction plans and documentation. Maintains an effective working relationship with internal and external personnel and agencies. Enforces safety policies and procedures on all projects. Oversees building and grounds maintenance. Assists, advises, and informs the director and deputy director of major issues.
Education, Experience & Special Requirements
Education, Training and Experience:
Any combination of education, training and experience equivalent to five (5) years in Solid Waste Management, Landfill Operations, Biogas Operations, Construction Management, Project Management, Business Management, or another related field or industry.
Certifications/Licenses:
Must possess a Wisconsin Department of Natural Resources (WDNR) Solid Waste Facility Manager certificate within two (2) years of employment, and maintain the credential.
Special Requirements:
Must have a valid driver’s license and access to reliable personal transportation or equivalent. Must be available to work nights, weekends, holidays, and during emergencies or unexpected maintenance events. Also refer to “Physical and Environmental Work Requirements” section below.

For Bilingual Positions:
- Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).

This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.

Physical and Environmental Work Requirements:
Must be physically capable of running heavy and light equipment; operating hand tools and power tools; working in small confined spaces and wearing a respirator; working with poor lighting; and working in conditions of wind, dust, rain, snow, ice, extreme temperatures and excessive noise. Work is performed in a variety of environments including; outdoors in all seasons, in the shop, and in the office. Typical work environment is an active construction site that is open in all weather conditions, a maintenance building with multiple pieces of automotive and heavy equipment, and an unheated recycling building with several large moving pieces of heavy equipment in close proximity. Approximately 50% of work is performed outside. Potential exposure to some chemicals, landfill leachate, and landfill gas.
Knowledge, Skills & Abilities
Demonstrated expertise in planning and oversight of preventive maintenance, monitoring, and non-routine work in a related setting. Experience in supervising, training, building teams and effectively delegating work to employees and contractors. Knowledge of and experience developing, implementing, and enforcing Standard Operating Procedures (SOPs) and safety and compliance policies. Experience establishing and tracking key performance indicators and various performance metrics along with ability to analyze various data sources and utilize in decision-making process. Knowledge of construction equipment, materials, methods, and practices of earth moving, pipe installation and solid waste management. Knowledge of budgets, cost accounting, and cost/benefit analysis. Knowledge of specification writing and bidding. Knowledge of gas processing techniques and biogas operations. Knowledge of WDNR, Environmental Protection Agency (EPA) and other regulatory rules affecting solid waste operations. Knowledge of confined space entry rules, regulations, and procedures. Ability to read plans and work from blueprints. Ability to plan and estimate cost of projects. Ability to inspect work. Ability to establish and maintain effective, professional working internal and external relationships. Ability to be creative, flexible, self-motivated, organized, and quality and customer service oriented. Skill to operate a computer using a variety of software programs. Proficiency in relevant computer skills including Microsoft Office applications, CMMS, and project scheduling.
