C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation and Realdania.
Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Department Description
C40’s Air Quality Program works with city governments at the political and technical level to raise mayors' ambition, overcome gaps in data and evidence, and design and deliver effective air quality-climate solutions. The C40 Air Quality Program provides a range of support, from deep engagement in pilot cities to technical assistance across a broader group, while connecting cities through peer to peer networks and creating tools and resources available to all cities. The Air Quality Program also includes deeper assistance programs, a global technical assistance initiative that partners with cities in developing and implementing air quality management activities and the African Cities for Clean Air initiative, a regional program supporting African cities in implementing air quality actions. In 2024, C40, working with its partners at the Clean Air Fund and Bloomberg Philanthropies, launched a major new air quality initiative, Breathe Cities, to enable clean air progress in cities around the world.
Position Description
The Bloomberg Cities Idea Exchange is a program for local governments to source proven ideas across a range of emerging issues, transfer implementation knowledge between cities, adapt effective solutions for their local contexts, and measure the impact of their interventions. C40 is one of the delivery partners to the Idea Exchange and is supporting the spread of “installing low-cost sensors to spur improvements” as a proven idea with clear impact. As such, C40 will convene a cohort of up to 20 cities that will receive a package of support, based mainly around peer to peer sharing activities. The specific support packages will be designed and delivered by a team of C40 experts.
The Senior Manager, Air Quality Solutions Exchange will be responsible for managing delivery of the air quality sensors support package, including onboarding the cohort of participant cities, creating and executing in-person and virtual peer-to-peer exchange events, writing supportive technical materials, managing technical consultants, and facilitating air quality sensor purchases. In addition, the Senior Manager will coordinate with a C40 Bloomberg Cities Idea Exchange Project Manager to streamline C40’s Cities Idea Exchange offerings; and with other air quality programme colleagues to streamline knowledge-sharing across C40’s other air quality initiatives, such as Breathe Cities.
Responsibilities:
Delivery of Bloomberg Philanthropies Cities Idea Exchange on Low-Cost Air Quality Sensors
- Manage the Cities Idea Exchange “installing low-cost sensors to spur improvements” project delivery, planning and creating a trusted environment in which technical staff from leading cities receive cutting-edge air quality management insights to propel air quality sensor deployment in service of equity-driven emission reductions.
- Ensure successful on-time delivery of project milestones, by creating work plans, monitoring timelines and budgets, managing the project budget, reporting outcomes, and coordinating information flows across relevant C40 air quality and related initiatives.
- Develop and deliver a schedule of virtual peer to peer interactions across a cohort of cities engaged in similar policy efforts, to support learning, collaboration and scale up best practices.
- Lead the creation and delivery of agendas and other products for virtual convenings, study tours, and workshops; working closely with regional technical teams and city teams. This includes being the lead technical staff member responsible for planning, developing and delivering global technical workshops for the Cities Idea Exchange.
- Produce the technical and knowledge-sharing assets needed for successful project delivery, including creating on-boarding materials for participant cities, developing and executing in-person and virtual peer-to-peer exchange events, writing supportive technical materials, managing technical consultants, and facilitating sensor purchases.
- Curate, draft and design knowledge products including best practice articles, case studies, research and toolkits, to support in-city delivery and dissemination of best practices across cities, and keeping the wider air quality community informed.
Air Quality Programme Knowledge Sharing
- Design and deliver C40 air quality programme activities to enable peer-to-peer sharing and capacity-building on air quality monitoring and management, particularly in support of cities achieving Clean Air Accelerator commitments.
- Work closely with other knowledge-sharing leads in C40’s air quality programme to coordinate and streamline virtual and in-person events and knowledge products.
- Serve as an expert on urban air quality policy, particularly urban air quality monitoring and data.
- Work with C40 air quality colleagues and city staff to identify technical support needs and opportunities around development and delivery of related policy measures.
- Contribute to the design of the packages of support and associated policy implementation activities that C40 will deliver, by shaping needs/capacity assessments and workplans related to air quality monitoring and management.
- Participate in city meetings, workshops, and other convenings to provide technical input and expertise in development, assessment, communication, and evaluation of priority air quality policies linked to air quality monitoring.
Person Specification:
- Prior experience and deep technical knowledge in air quality management topics, particularly urban air quality monitoring.
- Experience in government, business and/or NGO sectors with a focus on technical advice, program management, program delivery, and strategic partnership-building and convening. Experience in air quality monitoring, public health, and/or climate change is preferred.
- Convening and relationship building experience - with prior experience convening working groups, technical committees, or other projects that bring together experts working towards common goals.
- Proven ability to develop, deliver, and report on program plans, including contract and budget management.
- Passion for blending problem-solving, relationship-building and strategic thinking capabilities coupled with an outcome/delivery-oriented approach.
- Excellent communication skills, including presentation, facilitation, written, and public speaking skills are required; including the ability to communicate about complex environmental health issues with nuance to a range of audiences.
- Ability to work with a global and remote team, with experience and skill in collaborating virtually, including a tendency toward proactive communication. Willingness to work across time zones with a flexible work arrangement.
- Superior organisational skills and acute attention to detail.
- English fluency required. Professional communications skills in additional language(s) (particularly French, Spanish, Portuguese, or Mandarin) preferred.
Other Requirements:
