ICF’s Texas-based transportation team is seeking an Environmental Planner - Transportation with experience in National Environmental Policy Act (NEPA) compliance and experience consulting for the Texas Department of Transportation (TxDOT). The successful candidate would leverage their environmental and regulatory expertise to support diverse projects for clients in the transportation and infrastructure sectors. The candidate would be given immediate opportunities to tackle new challenges and build client relationships while working with and learning from some of the most talented project managers and technical experts in the state of Texas. What you will do:
- Support management of NEPA transportation projects that involve a wide range of technical field studies, analyses, and regulatory and permitting tasks
- Analyze guidance and regulations to support Project Managers, subject matter experts, and clients navigating regulatory compliance
- Author, edit, and review technical reports for clients in accordance with NEPA and TxDOT guidelines
- Provide technical input and administrative coordination on complex projects involving NEPA, Clean Water Act, Endangered Species Act, federal and state laws, and agency consultations
- Grow in leadership on our Transportation team and help to mentor, train, and guide junior staff
What you need to have (minimum qualifications):
- BS/BA in Biology, Natural Resource Sciences, Environmental Sciences, Environmental Planning or a similar field
- 5+ years of experience in environmental consulting or applicable fields (government, consulting, academia)
- 2+ years experience providing consulting services for TxDOT
What we would like you to have (preferred qualifications):
- Experience supporting studies for TxDOT projects, overseeing technical studies and providing regulatory guidance · An understanding of TxDOT SOPs and industry best-practices · TxDOT Pre-Certifications(2.14.1, in particular )
- Technical writing skills and ability to review, QA/QC, and provide feedback to technical staff
- Strong knowledge of environmental consulting practices and environmental laws · Ability to present solutions to complex problems to clients and regulators
- Business-minded with an eye towards client engagement and market growth

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$71,958.00 - $122,328.00Texas Remote Office (TX99)
