Description
The Environmental Health (EH) Supervisor ensures compliance with EH laws, rules, and regulations as stipulated by the County Health Department and the Colorado Department of Public Health and Environment (CDPHE). This role has day-to-day supervisory accountabilities for assigned positions, employees, and program operational activities.
Note:This position will primarily work from 15400 E 14th Place Aurora CO, 80011.
Duties
Supervisor
- Effectively supervises Program personnel, including the assignment and review of individual work, team projects, and program process. Assists in the selection and hiring of Program staff. Coaches, mentors, and evaluates professional staff performance in a productive, positive manner; and supports skills, personal and career development within the team. Implements disciplinary corrective actions when necessary, in conjunction with the Environmental Health Manager and Human Resources.
- Oversees staff who conduct inspections, plan reviews, and permitting of regulated program activities.
- Develops and conducts training programs for staff and educational programs for community outreach.
- Instructs staff in the methods, techniques, and procedures utilized in investigation, analysis, evaluation, application, and enforcement of applicable standards.
- Establishes and maintains effective working relationships with Program staff, Department teams, and other Arapahoe County employees, representatives of other agencies and organizations, and members of the community.
- In coordination with Human Resources, position acts with compliance of County’s guidelines for employees.
Program Day-to-Day Operations
- Supervises the daily operation and administration of the program.
- Develops, evaluates, interprets, and maintains standard operating procedures for the applicable program. In coordination with the EH Manager, recommends process improvements and assists with implementation actions. Provides supervision and guidance on procedures for program staff, regulated industry, and members of the public.
- May support staff with inspections, plan reviews, permitting and other program activities. Reviews inspection and investigation reports to ensure overall quality.
- Collaborates and conducts outreach with local community groups, local health departments, and governmental agencies in applicable program matters and to provide technical program information and direction to interpret laws, regulations, and policies. Represents the Department in professional organizations and events.
- Proficiently conducts specialized programs, projects, and research that supports the program.
- Maintains working knowledge of applicable federal, state, and local regulations and procedures, and enforcement and legal processes and procedures related to the program. Oversees administrative processes to ensure compliance with regulations and procedures.
- Initiates and monitors pending enforcement actions taken by the Department. Supervises and participates in gathering evidence and case preparation, testifies at hearings, and other proceedings.
- Participates in tracking legislative bills related to the program. Participates in appropriate local and state policy and regulatory stakeholder processes.
- Assists in the development and supervision of the program budget. Recommends program expenditures. Provides oversight of fiscal/budgetary issues and well as programmatic details in administration of grants and/or contracts associated with the program. Research grants to support targeted funding opportunities.
- Incorporates accessibility, equity, and environmental justice concepts into Environmental Health programs and services.
Water Quality Program Specifics:
- Supervises the daily operation and administration of the Water program.
- Initiates interaction with the Water Quality Control Division (CDPHE) to resolve interpretations in regulations. Assures the enforcement of the Arapahoe County On-site Wastewater Treatment System Regulations and applicable State laws, rules, and regulations related to the Water program, as applicable.
- Coordinates with other county departments to support land use planning activities.
Emergency Preparedness and Response
- Responds, as required, to support public health emergencies, incidents, and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee and initiates corrective actions and responses pursuant to Federal, State, and Local laws, statutes, and regulations.

Requirements
Education and Experience:
- Bachelor’s Degree from an accredited college or university with major coursework in environmental health, public health, public administration, or a related field.
- Six years’ progressive experience in environmental health performing technical tasks in the investigation of environmental health conditions or equivalent experience elsewhere.
- One year of environmental health experience will be substituted for a master’s degree.
- Relevant work experience at another public health agency may be considered.
Preferred Education and Experience:
- Master’s Degree from an accredited college or university with major coursework in environmental health, public health, public administration, or a related field.
Professional Qualifications:
- Registration as a Registered Environmental Health Specialist by the National Environmental Health Association (NEHA) or eligibility for registration in which case applicant must pass next available exam.
- NEHA registration fees and continued education hours must be maintained every two years.
Supplemental Information
Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
Post-Employment Requirements:
- This position requires reliable transportation and the ability to operate motor vehicles.

- Frequently climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
- Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
- Constant use of eye, hand and finger coordination enabling the use of machinery and/or power tools.
- Visual capacity enabling constant use of computer or other work-related equipment.

- This role may occasionally incur environmental conditions that include high/low temperatures, working in small or enclosed spaces, and outdoor elements including snow, wind, or rain, and noisy conditions.
- This job requires the visual ability to distinguish between chemical colors/contrast to determine test results in the field.
- This role requires wearing safety equipment on construction sites, including hard hat, safety goggles/glasses, and slip-resistant shoes.
- Requires ability to work outdoors in all types of weather conditions and ability to walk and navigate on all types of terrain.
- This position requires ability to negotiate restricted pedestrian pathways (e.g., assembly line, building maintenance areas, and construction sites) obstructed by equipment necessary to the operation.
