Position: Director, Environmental, Health & Safety
Reports to: VP Airport Operations & Technology
Location: Dulles VA, or remote if pre-approved
Qualification
A. A comprehensive understanding of aviation and non-aviation health and safety standards, regulations and safe operating practices, applicable regulatory requirements (FAA, OSHA, CDC and others as required), experience, and/or expertise.
B. Experience in the design, implementation and continuous improvement of health and safety management systems and programs.
C. Ability to perform the duties of this position full-time.
D. Ability to work independently and organize workload, self-motivated.
E. Must have effective communication and interpersonal skills.
F. Ability to manage department staff and site safety leads to its fullest capabilities in support of the Company’s Health and Safety initiatives and programs.
Essential Duties
Primary
A. Assist with non-health and safety matters (e.g., participate in Avports’ Beacon initiative, ORAT).
B. Keep Avports’ leadership informed about the status of the Company's health and safety initiatives.
C. Discharge duties to meet applicable legal requirements and to maintain safe operations.
D. Provide recommendations on Company’s Health and Safety strategies.
E. Support VP Airport Operations on Company’s Enterprise Risk Management efforts including research, analysis and implementation activities.
F. Maintain a full understanding of aviation and non-aviation health and safety standards and safe operating practices, applicable to Avports.
G. Assist with Internal Evaluation Program activities.
H. Coordinate with the VP Airport Operations and Technology or his/her designee to ensure health and safety reporting forms are investigated and closed properly.
I. Tracking health and safety investigation, compliance and citations and notice of violation
J. Represent the Company at health, safety, and compliance related industry meetings, as appropriate.
K. Chair company's Safety Steering Committee meetings as required.
L. Document Safety Steering Committee business and report these activities to the accountable executive and/or VP Airport Operations and Technology
M. Supply items of universal health and safety interest for publication to the Company at large.
N. Provide regulatory and philosophical interpretations of the CFRs and provide technical counsel when required or requested.
O. Lead familiarization and training in Health and Safety Management, including Policy and Attributes, Hazard Identification, Risk Analysis and Mitigation, Safety Assurance and Corrective Action, and Safety Promotion.
P. Research for new OSHA standards & impacts
Q. Monitor and compare Avports vs industry benchmarks KPIs (e.g., BLS, EMR)
R. Ensure sites maintain safety inspections (e.g., workplace & work are inspections) and report as required by company policy
S. Maintains centralized files for OSHA reports, violations & environmental violations
T. Provide guidance on workplace violence training

Secondary
A. Develop non-health and safety training development (e.g., ethics training).
B. Assist and/or lead with TapRooT® investigations.
C. Endorse or object to site specific Health and Safety Promotion programs
D. "Safety Management functions including Coordinate implementation, maintenance, and integration of the Safety Management Systems (SMS) throughout the project sites and corporate office where applicable.
E. Facilitate hazard identification and safety risk analysis. Monitor the effectiveness of safety risk controls. Ensure safety promotion throughout the organization as required. Regularly report to the accountable executive and/or VP Airport Operations and Technology on the performance of the SMS and on any need for improvement. "
F. Vehicle insurance survey sites inventory

• Makes recommendations for policy and procedural changes to safety programs.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Four-year college degree with a minimum of two years relevant Health and Safety Management experience or an acceptable combination of training and experience.
Practical knowledge and experience in environmental matters.
Practical knowledge and/or experience in airport operations.
Must possess effective public communications, written and verbal skills.
PREFERRED EDUCATION and/or EXPERIENCE
A. Demonstrated management capabilities, and extensive Airport Operations experience
B. Boiler inspections and regulations
C. Environmental Permits, (e.g. Air Permits, discharges, wastewater, storm water) regulations
D. RCRA and CECRLA
E. Monitoring environmental issues and government agency notices
F. Addressing environmental releases and correspond with government agencies
G. Providing technical support and research regarding hazardous substances and environmental impact for use or discarding
H. Researching regulations, develop compliance and management procedures, develop forms, develop training presentations, participating in webinars, make recommendations to senior management regarding environmental compliance or response issues, gather information for company owners, insurance brokers and providers

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
Ability to read, analyze, and interpret Environmental, Health and Safety procedures. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of executives, employees, clients, customers and the general public. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
CERTIFICATES, LICENSES, REGISTRATIONS
Obtain and maintain required environmental, health, safety and security certifications, licenses and permits as applicable.
