Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.
What you will do for Harris County Pollution Control
Under general supervision, the Environmental Response Supervisor develops, manages, organizes, and assists in directing environmental response operations conducted by the Pollution Control Services (PCS) Department. The individual in this role is responsible for the supervision of staff, which includes monitoring the work assigned to staff, assuring timely and appropriate response to environmental emergencies, maintaining a state of readiness, communicating with other PCS sections and other county and government agencies, and proper documentation of responses to environmental emergencies. This role also involves recommending and implementing goals and objectives for staff development and training and attending community and organizational support meetings regarding environmental response. The Environmental Response Supervisor is expected to possess strong leadership, communication, and organizational skills, with the ability to manage multiple priorities in high-pressure situations.
Duties and Responsibilities:
- Leadership & Training: Responsible for the overall training, supervision, and performance management of the Environmental Response Team. This includes evaluating staff work performance, resolving personnel conflicts, providing clear communication of directives to ensure adherence to PCS and Harris County policies and procedures, and fostering a compliant, efficient, and collaborative work environment.
- Administrative: Performs various administrative tasks, including reviewing and approving reports on environmental response actions, ensuring timely and proper uploading of photographs, multimedia, and documents to the CRM system, preparing annual budget requests based on needs assessments, requisitioning necessary equipment and supplies, and overseeing the development of standard operating procedures for the Environmental Response Team.
- Environmental Response: Evaluates and responds to environmental incidents such as emissions events, explosions, spills, and fires that may threaten the health of Harris County citizens. Responsibilities include allocating response staff and resources, ensuring appropriate air, waste, and water monitoring/sampling, and coordinating response efforts with responsible parties and agencies such as the EPA, TCEQ, TGLO, CIMA, and local fire departments.
- Communication: Communicates details of environmental response actions and investigations to the Air Monitoring Manager, assessing the environmental impacts of emergencies such as emissions or discharges to air, water, or soil, and recommending suitable remedial actions.
- Additional Duties: Performs additional tasks as assigned, including responding to environmental emergencies and other tasks designated by the Air Monitoring Manager, such as ensuring monitoring and testing equipment used in the field for environmental response is maintained and calibrated.

Requirements
Experience:- Four (4) years of experience in environmental clean-up and response or emergency response and management.
Knowledge, Skills, and Abilities:
- Knowledge of specific uses of personal protective equipment.
- Knowledge of how to collect air, water, and soil samples and the ability to do so.
- Knowledge of NIMS and Incident Command.
- Initiative and judgment to prioritize tasks for the Environmental Response Team.
- Good written and verbal communication skills.
- Ability to calibrate and operate monitoring and sampling equipment used in the field for emergency response, including Photo Ionization Detector, Multi-gas Meter, Particulate Meter, and portable GC Unit.
- Ability to develop innovative approaches to maximize program efficiency and staff proficiency.
- Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
- Ability to understand and apply applicable environmental rules, regulations, policies, and procedures.
- Ability to implement policies and procedures.
- Ability to wear a full-face respirator and be clean-shaven when on-call and/or on an environmental response.

General Information
Position Type and Typical Hours of Work:
Full time | Monday - Friday | 8:00 am to 5:00 pm.
Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
Reporting Relationships:
- Reports to Position: Air Monitoring Manager
- Supervised Positions: Environmental Response Specialist (s)
Work Environment and Physical Demands:
- This role involves operating within an office and outdoor setting, implying that a significant portion of the tasks and responsibilities will take place outside of traditional indoor office spaces. The physical demands may involve lifting and moving objects weighing up to 20 pounds.
- Possible work exposures: Dangerous chemicals, loud noises, inclement weather, or various temperature changes.
Employment may be contingent on passing a drug screen and meeting other standards.
