Purpose:The Environmental Site Review Analyst is responsible for reviewing sites of historic environmental contamination for potential public health exposures. The Analyst will also review pollution incident reports received and work with various Environmental Health Bureau (EHB) response teams and partner agencies to determine needs related to necessary investigation and/or intervention actions to prevent public health exposures. This position may also serve on a community response team tasked with responding to current environmental incidents, implementing actions to evaluate and/or mitigate public health exposures, and completing various emergency and/or time-critical tasks.
This position primarily works as a member of a team to provide recommendations for data collection/investigation, evaluation of data/exposure assessment, and mitigation/remediation activities. The Analyst will have a strong background in chemistry, geotechnical sciences (including chemical fate and transport in the environment), and methods used to respond, evaluate, and mitigate environmental contamination to protect public health.
Duties and Responsibilities:
Duty 1:
- Review existing information related to various sites of environmental contamination sites.
- Evaluate if there is adequate data to initiate a formal exposure assessment process.
- If review of existing information indicates that not enough information exists to complete assessment process, identify, and develop plan to secure the data needed.
- Document actions though the completion of reports and database entry per procedures.
Duty 2:
- Evaluate and when necessary, initiate response notification process to Pollution Incident Reports.
- Review incoming incident reports.
- Forward reports to the appropriate units for additional investigation per procedure.
- If necessary, contact partner agencies to acquire additional information.
- Determine if incidents being reported have the potential to cause significant public health exposure and/or require significant agencies resources and if so initiate response plan(s).
- Document actions though the completion of reports and database entry per procedures.
Duty 3:
- Respond to sites of chemical contamination to stabilize public health concerns/threats.
- Serve as part of a response team and respond to sites of chemical contamination to collect and evaluate data and determine public health exposures and mitigation strategies.
- Work with local health departments, partner agencies, and contractors to identify public health risks.
- Work with partner agencies and consultants to gather data to evaluate exposures.
- Work with team members to analyze and prepare data for reports.
- Participate in public meetings.
- Document actions though the completion of daily situational reports and database entry per procedures.
Duty 4:
- Complete or have previously obtained 40-hour HazMat training and complete ongoing annual refreshers.
- Complete National Incident Management System (NIMS) and Incident Command courses leading to the Michigan Professional Emergency Manager (PEM) certification.
- Complete various courses identified to provided knowledge in vapor intrusion assessment and response as identified by training plan.
- Complete a selection of courses from the Center for Disease Control (CDC) Agency for Toxic Substances and Disease Registry (ATSDR).
- Complete MDHHS and MPHI training courses.
- Always represent the best interests of MDHHS and MPHI.
- All other duties as assigned.
Qualifications/Requirements:
Education: Possession of a bachelor's degree in the biological sciences, engineering, environmental studies and sustainability, physical sciences, resource development, or resource management. OR Possession of a bachelor's degree in any major with at least 30 semester (45 term) credits in one or a combination of the following: biochemistry, biology, botany, chemistry, crop and soil science, ecology, engineering, environmental health, environmental science, environmental studies and sustainability, forest management, geology, meteorology, microbiology, physical geography, physics, remote sensing, resource development, resource management, toxicology, or zoology required.
Experience: No experience required.

Work Environment and Physical Requirements: Physical effort is typical of an office position. Requires valid vehicle operator’s license and occasional travel within the State, including overnights. Less occasionally, travel may be required outside the State. There may be times when work outside of regular hours is necessary for the completion of a project. The employee may need to conduct site visits and attend public events around the state. Work materials and supplies can be bulky and individual items may weigh up to 25 lbs. Site visits may require door-to-door work. The employee would be exposed to local weather conditions. The employee may be exposed to unpleasant and noxious household fumes and odors when conducting site visits.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position supports activities that are important functions of the Environmental Health Bureau. The results of these activities will help assure that Michigan communities are protected from the hazards of vapor intrusion, non‐biological substances in groundwater, and other chemical hazards in the environment. This position will provide support to key professional staff with duties related to this activity and will support other similar activities within DHHS. This position interacts with the public, local health departments and other State of Michigan agencies via meetings, telephone conversations, and on-site visits.
