POSITION DESCRIPTION:
- Assists Senior Environmental Program Analyst with accounting contracting and financial support to the Office of Environmental Management (OEM) for Efficient Transportation Decision Making (ETDM) consultant program support and interagency agreements. Assists with procurement, encumbrances, authorization, and execution agreements while ensuring compliance with all applicable federal and state statutes. Assists with invoicing and payments, maintaining, tracking, and reporting on agreements, contracts, and task work orders, including working through funding and budgeting issues. Assists with updates to the FDOT ETDM Funded Position Handbook and Florida Department of Transportation (FDOT) Agreement Administrative Handbook, as needed.
- Processes and provides support, guidance, reports, tracking and recommendations for approval/denial in all areas related to Human Resources, Travel, Budget, Procurement, Accounts Receivable and Payable, Training, and Policy and Procedure modifications and updates. This position should provide constructive input on all documents presented before the Senior Environmental Management Program Analyst and the Director of the Office of Environmental Management (OEM). Provides directions and interpretation on personnel rules, travel requests, reimbursements, and other department policies and procedures. Stays current with the latest changes in rules, procedures, and processes related to personnel, purchasing, travel, etc. and disseminates information to staff, as needed.
- Provides coordination on issues which cross disciplinary or district lines. Initiates and/or responds to communications as assigned. Researches and provides appropriate information and documentation. Analyzes, provides input and recommendations on work assignments, as needed. Reviews work products of other staff for content and makes recommendations for needed change. Manages all administrative functions and processes for the Office of Environmental Management. Plans, coordinates, and organizes work assignments and any special projects.
- Assists with tracking and preparing the operating and work program budget for OEM. Identifies work program problems or issues and initiates corrective action and makes recommendations to management. Produces status reports, as requested. Coordinates with the Office of Program and Budget, as needed.
- Independently responsible for developing problem solving solutions and alternatives in a time-sensitive and high-pressure environment. Must provide consistent business recommendations/decisions under pressure. Recommendations/decisions must be made with a global perspective of the organization in mind. Communicates daily to effectively convey messages to a variety of different audiences in a variety of different venues. Solely responsible for managing and trouble-shooting technical difficulties by using all available tools and resources.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of administrative principles and practices. Knowledge of problem solving and research techniques. Knowledge of and ability to prioritize projects and initiatives while multi-tasking. Skills in monitoring project schedules. Skill in collecting, evaluating, and analyzing data relating to administrative functions such as budgeting, human resource management personnel, purchasing or report writing. Skill in managing multiple priorities and making timely decisions in order to keep projects within budget and meet department requirements. Skill in reading, interpreting, and communicating applicable rules, regulations, policies, and procedures. Ability to operate effectively and efficiently in diverse situations. Ability to plan, organize and coordinate work assignments. Ability to establish and maintain effective working relationships with others. Ability to handle confidential information. Ability to communicate effectively. Ability to make recommendations and solve problems.
OTHER JOB RELATED REQUIREMENTS:
- Occasional overnight travel and in-person meetings are required.
MINIMUM QUALIFICATIONS:
- High school diploma or its equivalent and previous experience with managing budget and tracking data through spreadsheets.
