Michigan Sugar Company has an immediate full-time opportunity for a Site Environmental Compliance Superintendent, located at the Bay City Factory, 2600 S. Euclid Ave., Bay City, MI 48706.
Job Summary:
The Site Environmental Compliance Superintendent is responsible for managing the daily environmental operations of the factory that include the wastewater treatment plant, air monitoring/reporting, waste management, storm water management, EGLE Consent Judgment, and environmental laboratory bench. This role also supports and is closely supported by the Corporate Air Compliance Manager and Water/Wastewater Compliance Manager.
Primary Responsibilities:
Wastewater
- Responsible for compiling data for submission of monthly discharge monitoring report for wastewater and stormwater.
- Schedule Aerzen Blower and Diffused Air System Maintenance and maintain compliance with all applicable state actions through these periods.
- Collaborate with Water/Wastewater Compliance Manager and outside contractors to ensure and maintain Anamet health.
- Manage/Guide day to day, short-term and long-term wastewater planning.
- Manage/Supervise Environmental Technician(s) who:
- Record data on daily operation of Anamet, including gas generation, temperature and flow.
- Check influent pumps, chemical feed pumps, and sludge pumps for maintenance needs.
- Ensure collection of daily samples to ensure the proper location and identify maintenance required at sample points.
- Review, perform and interpret analysis of operational test results for the wastewater treatment system and adjust flows, temperatures, etc. as required. Perform daily inspection of discharge to the river (Outfall 005).
- Walkthrough process area to check samplers, wastewater sump, and inspect for any unusual potential for wastewater loads. Discuss immediately with production and maintenance counterparts if any concerns are noted.
- Collection and documentation of Outfall 005 temperature log on a weekly basis.
- Ensure daily visual inspection of ponds are completed to check for discoloration, odor, unusual foam, breaches, structural weakness, etc. Document any findings and assist with corrective actions as appropriate up to and including drafting memos to the state for review by Corporate.
Air Quality
- Ensure Monthly, Semi-Annual and Annual ROP requirements are met in collaboration with the Air Compliance Manager. These include but are not limited to:
- Review pulp pelleting area scrubber water flow, and pressure drop on multiclone to ensure compliance with permit on a weekly basis.
- Monitor Rule 290 exempt devices and document operating parameters (i.e. pressure drop).
- Review ammonia loading test results for the cooling tower and document the water flow over the tower as required by the air use permit.
- Document ROP deviations.
- Determine if fugitive dust control measures are required to be implemented and discuss with responsible parties to ensure it is completed.
- Ensure Environmental Technicians are performing any required daily stack emission monitoring.
- Supervise the Annual Boiler RATA test.
Pond Residuals
- Plan, coordinate and contract pond residual processing.
- Record and track the quantity of residual materials being removed during pond cleanout activities to ensure compliance with consent judgment.
- Prepare regulatory reports documenting residual removal for review and submission by the Corporate Water/Wastewater Compliance Manager.
Hazardous Waste
- Ensure the inspection of hazardous waste accumulation areas for used oil, parts washers, antifreeze, and lab waste for proper storage, labeling and disposal on a weekly basis.
- Maintain RCRA training and certification to assist with the disposal of hazardous waste.
- Maintain database of hazardous waste shipments for the Bay City site.
Stormwater
- Ensure the completion of inspections of stormwater outfalls per NPDES requirements and ensure observations are documented to maintain compliance.
- Perform quarterly stormwater inspection and document as required by the SWPPP.
- Ensure weekly site inspections are completed to check and minimize potential for stormwater contamination. Bring attention to appropriate personnel when any items are found.
Consent Judgment
- Assist with data collection, monitoring, reporting and general compliance with the Consent Judgment requirements. Draft simi-annual reports for review by Corporate Water/Wastewater Compliance Manager.
General
- Support Corporate Air Compliance Manager and Water/Wastewater Compliance Manager as necessary.
- Support maintenance functions, project planning and related duties.
Environmental Lab Bench
- Verify laboratory QA/QC procedures are being performed in accordance with the Environmental Laboratory Quality Assurance/Quality Control Assurance Manual.
- Lead environmental regulatory audits as and when they occur.
Position Qualifications:
- Bachelor’s Degree in environmental science, Biology or other technical degree.
- Industrial experience of 10+ years with progressive supervisory or management responsibilities.
- Training or relevant exposure in supervision skills, quality assurance systems, environmental and safety regulations.
- Strong leadership abilities, communication skills and understanding of mechanical equipment and chemical process.
- Ability to clearly communicate strategy and vision to team members.
- Proficient skills in company data management systems and Microsoft Office.
Required Training:
- General factory safety requirements (Right to Know)
- Factory-related environmental regulations
- Attend job related conferences, trainings and seminars
- Wastewater treatment/Stormwater treatment certifications in the state of Michigan.
- RCRA training.
